Book excerpt: Over the last three decades, differential national regulation in conjunction with increasing capital mobility has given rise to tremendous growth in the Eurocurrency markets. In this paper, we analyze whether the announced plans of the European Commuission to remove barriers to capital flows (in July 1990) and to harmonize other financial regulations (by the end of 1992) will have a major effect on the Euromarkets. The analysis in this paper revolves around the concept of the Net Reguatory Burden (NRB). Three variables will play a crucial role for the developnent of the Euronarkets after 1992. These are (1) reserve requirements on bank deposits, (2) taxation of residents and non-residents on interest income, dividends and capital gains, and (3) disclosure of interest and dividends to tax authorities. Presently there is considerable variation in these factors across Europe. Competitive pressures should lead to a convergence of regulation, but national sovereignty leaves open the possibility for sone divergence of the NRB across European countries, and in comparison with other financial centers such as Switzerland. These differences in NRB will play a key role in determining the location and size of Euromarkets after 1992.

Book excerpt: The present international system, composed for the most part of sovereign, territorial states, is often viewed as the inevitable outcome of historical development. Hendrik Spruyt argues that there was nothing inevitable about the rise of the state system, however. Examining the competing institutions that arose during the decline of feudalism--among them urban leagues, independent communes, city states, and sovereign monarchies--Spruyt disposes of the familiar claim that the superior size and war-making ability of the sovereign nation-state made it the natural successor to the feudal system. The author argues that feudalism did not give way to any single successor institution in simple linear fashion. Instead, individuals created a variety of institutional forms, such as the sovereign, territorial state in France, the Hanseatic League, and the Italian city-states, in reaction to a dramatic change in the medieval economic environment. Only in a subsequent selective phase of institutional evolution did sovereign, territorial authority prove to have significant institutional advantages over its rivals. Sovereign authority proved to be more successful in organizing domestic society and structuring external affairs. Spruyt's interdisciplinary approach not only has important implications for change in the state system in our time, but also presents a novel analysis of the general dynamics of institutional change.

Book excerpt: This paper studies market expectations of a devaluation of the Irish pound from 1987 to 1993 and relates them to the evolution of Ireland’s competitiveness over the same period. Changes in expectations of the currency’s devaluation can be explained largely by developments outside Ireland, particularly by past and anticipated movements of sterling. The evolution of Ireland’s real exchange rate over the same period is also found to be strongly linked to sterling’s fluctuations, even after adjusting for sterling-insensitive trade between Ireland and the United Kingdom, and despite the significant progress toward trade diversification recorded by Ireland during the 1980s. The devaluation of the Irish pound in January 1993 is estimated to exceed investors’ realignment expectations at that time as well as the loss of Irish competitiveness since the beginning of the ERM crisis in the summer of 1992. This “excess devaluation” helps explain subsequent large capital inflows and the Irish pound’s smooth transition to the wide ERM band in August 1993.
