Airey, Donald L. Harlow, Thomas N. Barnes, and Robert D. Gaylor. Their recollections, captured in a 1987 interview, cover a period of over thirty years -- from the early 1940s to the late 1970s, and illuminate much of the history and heritage surrounding the ranks from the perspective of the highest position available to an enlisted member of the Air Force. Book excerpt: A fundamental goal of the Air Force personnel system is to ensure that the manpower inventory, by Air Force specialty code and grade, matches requirements. However, there are structural obstacles that impede achieving this goal. The three major independently managed systems the Air Force uses to determine manpower strength currently tend to function in isolation. Because the current organizational structure lacks broad coordinating and control mechanisms, actions taken to control one system often adversely affect another. The authors lay the foundation for a discussion of policy changes that would better synchronize these systems. They propose a methodology that would marginally modify grade authorizations within skill levels to make it possible to better achieve manpower targets. Each specialty would retain the same number of authorizations within each skill level, and the aggregate solution would maintain the same total number of enlisted authorizations by grade. This would help the manpower community follow the policy of equal selection opportunity while also taking personnel management system capabilities into account.

Available in PDF, EPUB and Kindle. Book excerpt: In September 2004, the active-duty enlisted component of the United States Air Force consisted of about 298,000 airmen. These airmen performed duties in about 200 specialties. Because the relationships between job requirements and personnel management policies are so complex, dedicated enlisted strength managers have never matched the inventory of people, by Air Force Specialty Code (AFSC) and grade, to manpower requirements. There are structural obstacles that impede achieving this goal. The three major independently managed systems the Air Force uses to determine manpower strength currently tend to function in isolation. These systems are as follows: (1) the manpower system, which sets requirements for each grade and AFSC combination; (2) the strength management system, which establishes targets for overall strength, recruiting, retraining, and bonuses; and (3) the enlisted promotion system, which determines the annual number of promotions for each grade in the aggregate and in each AFSC.

Book excerpt: This Note provides a description and assessment of the Air Force's current enlisted force planning and programming system, and concepts and recommendations for the development of an improved system. The new system has been designed to overcome the deficiencies and enhance the capabilities of the present system. Because many enlisted force management activities have good support systems, the recommended system will be directed toward grade restructuring, personnel planning, and personnel programming. Book excerpt: In the mid 1990s, several individuals in the Office of the Chief Master Sergeant of the Air Force (OCMSAF) began working on biographical sketches of the former chief master sergeants of the Air Force (CMSAFs). Based primarily on published materials, these sketches traced the careers of each of the men who had served in the top enlisted post in the United States Air Force (USAF). In addition, the authors wrote essays dealing with various aspects of enlisted history, such as the role of the first sergeant, enlisted training and education, and the enlisted uniform. The manuscript also contained data on the number of active duty enlisted personnel, the names and tenures of the CMSAFs, and a list of people who had been awarded the Order of the Sword. The goal was to produce, in a single volume, a sense of the history and heritage of Air Force enlisted personnel.

Introduction The Backbone of the Armed Forces To be a member of the United States Armed Forces--to wear the uniform of the Nation and the stripes, chevrons, or anchors of the military Services--is to continue a legacy of service, honor, and patriotism that transcends generations. Answering the call to serve is to join the long line of selfless patriots who make up the Profession of Arms. This profession does not belong solely to the United States. It stretches across borders and time to encompass a culture of service, expertise, and, in most cases, patriotism. Today, the Nation's young men and women voluntarily take an oath to support and defend the Constitution of the United States and fall into formation with other proud and determined individuals who have answered the call to defend freedom. This splendid legacy, forged in crisis and enriched during times of peace, is deeply rooted in a time-tested warrior ethos. It is inspired by the notion of contributing to something larger, deeper, and more profound than one's own self. Book excerpt: This Air Force publication provides a history of the USAF enlisted force. Histories of the United States Air Force and its predecessor organizations have focused on pilots, planes, and the use of air power. While certainly a large part of the service's history and heritage, these studies do not tell the whole story. In the last dozen years or so, a number of people have begun a serious examination of the history of the enlisted members of the U.S. Air Force. Just as it became clear that economic and business histories would not be complete without looking at rank-and-file workers, so those studying USAF history found that a full picture demanded an inclusion of enlisted personnel. These enlisted histories, though still few in number, nonetheless illuminate several important themes and trends in the history and heritage of the USAF enlisted force. First, enlisted airmen have always been seen and valued primarily for their high level of technical and/or occupational skills. Whether serving as aircraft mechanics, computer operators, personnel clerks, or military policemen, airmen have always been among the most intelligent and highly trained enlisted individuals in the U.S. military. Second, the emphasis on skills and training has helped to promote a professionalization of the USAF enlisted force. Third, the Air Force has always prized an enlisted force with a high percentage of skilled, professional, career noncommissioned officers (NCOs). And, finally, over its long history, the USAF enlisted force has become more diverse in terms of skills, race, and gender. As an organization, the U.S. Air Force has generally supported policies that promoted its ability to recruit, train, and retain an enlisted force matching the above characteristics. The Air Force has not always matched its practices with its rhetoric concerning the enlisted force, but overall the trend has been in the direction of emphasizing training, education, and professionalization.
