Monitor, March 9-January 2d, 1863 In presenting the following pages descriptive of the revolution that occurred in naval warfare on the 8th day of March, 1862, when the Confederate iron-clad steamer Virginia destroyed the Federal frigates Cumberland and Congress, no statement will be made that cannot be verified by official records, nor will any illustration be printed that is not accurate in every detail, as far as it is possible to obtain accuracy by describing to an artist that which you desire to be transferred to canvas. With the exception of the battle between the iron-clads on the 9th of March, the challenge of Commodore Tatnall to battle on the 11th of April, and the destruction of the Virginia on the 11th of May, the writer witnessed every movement that is depicted, and others not so important. The small battle scene on the frontispiece is especially commended to the reader for examination, as it presents the exact appearance of the Virginia when she reached the Navy Yard Sunday afternoon after the fight. Her boats and anchor had been shot away, her armor had dents in it in many places, her smoke stack had been riddled until it resembled somewhat a huge nutmeg grater, and her flag, which had been shot away, was fastened to a boarding pike, which in turn was made fast to the smoke-stack. The picture "Passing the Naval Hospital," represents the Virginia opposite Town Point as she silently passed down the harbor. It is sketched from a plan drawn by Lieutenant Minor, the only change being a pilot-house at the rear of her shield. She was supplied with two pilot-houses instead of one, as originally intended. In constructing its new fleet of ironclads, William H. Roberts explains, the U.S. Navy faced the enormous engineering challenges of a largely experimental technology. In addition, it had to manage a ship acquisition program of unprecedented size and complexity. To meet these challenges, the Navy established a "project office" that was virtually independent of the existing administrative system. The office spearheaded efforts to broaden the naval industrial base and develop a marine fleet of ironclads by granting shipbuilding contracts to inland firms. Under the intense pressure of a wartime economy, it learned to support its high-technology vessels while incorporating the lessons of combat. But neither the broadened industrial base nor the advanced management system survived the return of peace. Cost overruns, delays, and technical blunders discredited the embryonic project office, while capital starvation and never-ending design changes crippled or ruined almost every major builder of ironclads. When Navy contracts evaporated, so did the shipyards. Contrary to widespread belief, Roberts concludes, the ironclad program set Navy shipbuilding back a generation.
