Underdevelopment and unemployment in Jammu & Kashmir is the manifestation of a mismatch between physical and human resources. This exists when a large segment of the working age population does not possess the appropriate skills and knowledge to be gainfully employed. In addition, lackadaisical and imprudent policies pursued by subsequent governments are the major challenge. A radical shift in its policies, especially in the education sector, is an absolute prerequisite for the birth of a capable workforce. The remedy lies in revamping the education sector by crafting appropriate policies for suitable skills in line with the socio-economic requirements of the society. The book argues the government must think about a long-term plan for unemployed youth and devise a policy to channel the youth bulge constructively.

Using case studies from three urban regions, this book examines this growth in modern India’s cities and towns. It argues that India has undergone a process of uneven and combined development during its integration with the world economy, leading to a distorted form of urban development. This book is about work and resistance in India’s massive ‘informal economy’. It looks at the growth of informal labour in Bangalore, Mumbai and New Delhi during an era of neoliberal economic policymaking. Going beyond mainstream accounts, it argues that India’s rapid economic development has been based upon the mass employment of workers on low wages who lack basic social protection and rights at work. It discusses how urban development in India is characterised by a combination of industrialisation, industrial relocation, restructuring and informalisation. Departing from some existing studies of de-industrialisation, it re-frames informalisation as a process that complements, rather than contradicts, contemporary industrialisation in rapidly-emerging economies. The book adopts a ‘classes of labour’ approach, classifying each case of informal labour as a specific ‘form of exploitation’: as a different way for employers to lower production costs, control workers and increase enterprise flexibility. Offering a critique of existing data on the measurement and monitoring of informal labour and employment, the book is relevant to students and scholars of Development Studies, International Political Economy and South Asian Studies.

In the post-economic liberalisation era, he cemented his reputation as a pioneer in the corporate and information technology world, just as he helped launch Infosys into the big league of world’s IT-enabled services companies. He served as the company’s Chief Executive Officer from 2001 to 2007. At the fag end of his career in Infosys, Nilekani wrote a best-selling book in 2009, Imagining India: the Idea of a Nation Renewed. The book is widely acclaimed for heralding a new, idea-based approach to meet the present and future challenges facing India. It spelt out the theoretical framework for the provision of a unique identity for all its citizens as an important step towards putting, what Nilekani called, “human capital front and center as the main driver of productivity and growth”. His long experience in the corporate world and his passion for the citizen empowerment—as proved in the successful Bangalore Agenda Task Force experiment started in 1999 as well as enunciated in his 2009 book—made him the natural choice to be the first chairman of the Unique Identification Authority of India (UIDAI) that was being set up by the Union government to provide residents of India with a unique identity and a digital platform—known as the Aadhaar. Nilekani left Infosys to head the UIDAI in July 2009. In five years, Aadhaar has transformed India’s approach to socio-economic justice and equity, and became the lynchpin to the government’s welfare programmes that seek to achieve these goals. It also set the stage for an efficient and transparent mechanism to monitor government programmes, which is crucial to cut waste and slippage in order to maintain fiscal prudence at the national level. But with a population of 1.2 billion, several of the states in India are larger than many of the countries in the world. Therefore, a more complete understanding of India's ongoing experiment in economic reforms requires a study at the state level. State Level Reforms, Growth, and Development in Indian States provides the first-ever comprehensive analysis of growth and reforms in the highly diverse states of the country. The authors argue that when the national government loosened its controls on industry and services, state governments began shaping the fortunes of their citizens through state-level policy reforms, resulting in faster growth in every state over the last decade than any other decade in the post-independence era. In fact, some of the poorest states, notably Bihar and Odisha, have been growing the fastest. Professors Panagariya and Chakraborty and Dr. Rao refute the common assumptions that growth has not occurred or that poverty has not been reduced in all Indian states. The recent reforms have also led to improved access in every state to basic amenities such as permanent houses, electricity, water, and sanitation. These accomplishments notwithstanding, regional inequality on a per capita basis has grown as well.
