Given the complex relationship between race and power in America, engaging race means engaging standard winner-take-all hierarchies of power as well. Terming their concept political race, Guinier and Torres call for the building of grass-roots, cross-racial coalitions to remake those structures of power by fostering public participation in politics and reforming the process of democracy. Their illuminating and moving stories of political race in action include the coalition of Hispanic and black leaders who devised the Texas Ten Percent Plan to establish equitable state college admissions criteria, and the struggle of black workers in North Carolina for fair working conditions that drew on the strength and won the support of the entire local community. The aim of political race is not merely to remedy racial injustices, but to create truly participatory democracy, where people of all races feel empowered to effect changes that will improve conditions for everyone. In our cynical age, such a claim seems either remarkably naïve or hopelessly outdated. Territorial politics in the late-nineteenth-century West is typically viewed as a closed-door game of unprincipled opportunism or is caricatured, as in the classic film The Man Who Shot Liberty Valance, as a drunken exercise in bombast and rascality. Now Jon K. Lauck examines anew the values we like to think were at work during the founding of our western states. Taking Dakota Territory as a laboratory for examining a formative stage of western politics, Lauck finds that settlers from New England and the Midwest brought democratic practices and republican values to the northern plains and invoked them as guiding principles in the drive for South Dakota statehood. Prairie Republic corrects an overemphasis on class conflict and economic determinism, factors posited decades ago by such historians as Howard R. Lamar. Instead, Lauck finds South Dakota’s political founders to be agents of Protestant Christianity and of civic republicanism—an age-old ideology that entrusted the polity to independent, landowning citizens who placed the common interest above private interest. Focusing on the political culture widely shared among settlers attracted to the Great Dakota Boom of the 1880s, Lauck shows how they embraced civic virtue, broad political participation, and agrarian ideals. Family was central in their lives, as were common-school education, work, and Christian community. In the 1870s, African Americans in this crucial southern industrial city were eager to exploit the disarray of slavery’s old racial lines, assert their new autonomy, and advance toward full equality. However, most southern whites worked to restore the restrictive racial lines of the antebellum South or invent new ones that would guarantee the subordination of Black residents. From Birmingham’s founding in 1871, color lines divided the city, and as its people strove to erase the lines or fortify them, they shaped their futures in fateful ways. Social segregation is at the center of Harris’s history. He shows that from the beginning of Reconstruction southern whites engaged in a comprehensive program of assigning social dishonor to African Americans—the same kind of dishonor that whites of the Old South had imposed on Black people while enslaving them. In the process, southern whites engaged in constructing the meaning of race in the New South.
