Book excerpt: Pakistan’s 2018 general elections marked the second successful transfer of power from one elected civilian government to another—a remarkable achievement considering the country’s history of dictatorial rule. Pakistan’s Political Parties examines how the civilian side of the state’s current regime has survived the transition to democracy, providing critical insight into the evolution of political parties in Pakistan and their role in developing democracies in general. Pakistan’s numerous political parties span the ideological spectrum, as well as represent diverse regional, ethnic, and religious constituencies. The essays in this volume explore the way in which these parties both contend and work with Pakistan’s military-bureaucratic establishment to assert and expand their power. Researchers use interviews, surveys, data, and ethnography to illuminate the internal dynamics and motivations of these groups and the mechanisms through which they create policy and influence state and society. Pakistan’s Political Parties is a one-of-a-kind resource for diplomats, policymakers, journalists, and scholars searching for a comprehensive overview of Pakistan’s party system and its unlikely survival against an interventionist military, with insights that extend far beyond the region.

Book excerpt: This comprehensive but accessible text provides students with a systematic introduction to the comparative political study of the leading nations of South Asia: India, Pakistan, Bangladesh, Sri Lanka, and Nepal. The seventh edition is extensively revised and updated, benefiting from the fresh perspective brought on by adding a new author to the team. New material includes discussions of political parties and leaders in India, the Zardari regime and changes to the Pakistani constitution, the rocky relationship between Pakistan and the Obama administration, new prospects and dangers facing Bangladesh, continuing political violence in Sri Lanka, and the troubles facing Nepal as it attempts to draft a new constitution. Organized in parallel fashion to facilitate cross-national comparison, the sections on each nation address several topical areas of inquiry: political culture and heritage, government structure and institutions, political parties and leaders, conflict and resolution, and modernization and development. A statistical appendix provides a concise overview of leading demographic and economic indicators for each country, making Government and Politics in South Asia an invaluable addition to courses on the politics of South Asia

Book excerpt: With one-fifth of the global population, South Asia is the largest democratic region in the world today even though military rule and monarchy still exist in certain countries. Political parties have played an active role in decolonization, freedom struggles and social change in the region and have been responsible for marrying democracy with development and social justice. Yet research shows that 40 per cent of the population in South Asia do not trust political parties, while only 11 per cent of those surveyed express great trust. Political Parties in South Asia: The Challenge of Change provides a comparative view of the conditions, roles and functioning of political parties in five countries of the South Asian region ¡ Bangladesh, India, Nepal, Sri Lanka and Pakistan. The publication builds on empirical information collected from 49 parties and addresses the challenges of politics as experienced by the key political actors themselves: the political parties. In addition, it includes practical recommendations for reforms in the party domain. By providing comparative information, this International IDEA publication aims to stimulate debate on the challenges faced by political parties in South Asia. It is especially aimed at political parties, scholars, policy makers and democracy assistance organizations working for political reform in South Asia.

Available in PDF, EPUB and Kindle. Book excerpt: Over the last fifteen years, Pakistan has come to be defined exclusively in terms of its struggle with terror. But are ordinary Pakistanis extremists? And what explains how Pakistanis think? Much of the current work on extremism in Pakistan tends to study extremist trends in the country from a detached position—a top-down security perspective, that renders a one-dimensional picture of what is at its heart a complex, richly textured country of 200 million people. In this book, using rigorous analysis of survey data, in-depth interviews in schools and universities in Pakistan, historical narrative reporting, and her own intuitive understanding of the country, Madiha Afzal gives the full picture of Pakistan’s relationship with extremism. The author lays out Pakistanis’ own views on terrorist groups, on jihad, on religious minorities and non-Muslims, on America, and on their place in the world. The views are not radical at first glance, but are riddled with conspiracy theories. Afzal explains how the two pillars that define the Pakistani state—Islam and a paranoia about India—have led to a regressive form of Islamization in Pakistan’s narratives, laws, and curricula. These, in turn, have shaped its citizens’ attitudes. Afzal traces this outlook to Pakistan’s unique and tortured birth. She examines the rhetoric and the strategic actions of three actors in Pakistani politics—the military, the civilian governments, and the Islamist parties—and their relationships with militant groups. She shows how regressive Pakistani laws instituted in the 1980s worsened citizen attitudes and led to vigilante and mob violence. The author also explains that the educational regime has become a vital element in shaping citizens’ thinking. How many years one attends school, whether the school is public, private, or a madrassa, and what curricula is followed all affect Pakistanis’ attitudes about terrorism and the rest of the world. In the end, Afzal suggests how this beleaguered nation—one with seemingly insurmountable problems in governance and education—can change course.

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.

Available in PDF, EPUB and Kindle. Book excerpt: Rapid changes have taken place in the structure of the global economy, and this book looks at how South Asia can take advantage of these changes. The author argues that the developing global economy will be more complex than originally thought, that instead of a bipolar model with two countries, the US and China, at the centre, it will be multipolar with eight centres of economic activity, including India. The book goes on to suggest that in the context of such a model, there should be regional cooperation between India and its immediate neighbouring countries for South Asia to advance as an economic region. It argues that South Asia will need to look at its history, and that changes in attitudes, particularly in India and Pakistan, are necessary. The possible benefits to the region, in terms of increases in the rates of economic growth if the regional approach is adopted, are discussed. The book presents a useful contribution to studies in South Asia, as well as Asian Economics.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides a rich analysis of the actors and organizations to reflect on the antecedents and trajectories of terrorism and insurgency in South Asia, and the different countermeasures adopted by the countries to deal with the security and developmental challenges. South Asia is a complex geography that has been both a victim and a playing field for indigenous insurgencies, and domestic and transnational terrorist movements. The contributors to this volume explore how this situation has posed serious challenges to the sovereignty of the states, to national and human security, and to the socioeconomic fabric of the communities, and to the ethnic and religious cohesion. The book provides detailed studies of country cases on terrorism, security, and insurgencies, and it underlines the national, regional, and global implications of the threats that emanate from this region. Presenting an opportunity to diversify away from a Western-centric focus on terrorism and security, this book will be valuable to researchers in political science, criminology, defense and security studies, and to policy makers and think tanks.

Available in PDF, EPUB and Kindle. Book excerpt: This curated collection examines Stephen Philip Cohen’s impressive body of work. Stephen Philip Cohen, the Brookings scholar who virtually created the field of South Asian security studies, has curated a unique collection of the most important articles, chapters, and speeches from his fifty-year career. Cohen, often described as the “dean” of U.S. South Asian studies, is a dominant figure in the fields of military history, military sociology, and South Asia’s strategic emergence. Cohen introduces this work with a critical look at his past writing—where he was right, where he was wrong. This exceptional collection includes materials that have never appeared in book form, including Cohen’s original essays on the region’s military history, the transition from British rule to independence, the role of the armed forces in India and Pakistan, the pathologies of India-Pakistan relations, South Asia’s growing nuclear arsenal, and America’s fitful (and forgetful) regional policy.

Available in PDF, EPUB and Kindle. Book excerpt: Notwithstanding global growth weakness and financial pressures, growth in South Asia is expected to remain robust, supported by slower fiscal consolidation than in other EMDEs, strong public investment, and a recovery as financial stress has subsided. Policy challenges include, in the short-term, preserving financial stability and restoring fiscal sustainability and, in the long-term, rekindling investment, and managing an energy transition. Currently, the energy intensity of South Asian economies is almost twice the global average—despite a decline over the past two decades that was almost entirely driven by firm-level, within-sector cuts in energy intensity. The potential benefit of regulatory policies, information interventions, and financial support to help accelerate the diffusion of these technologies, as well as the possibility that these could also lend broader support for countries' development objectives. The transition away from fossil fuels may have considerable labor market impacts. A wide range of policies, including better access to high-quality education, finance, and markets; improved labor mobility; and strengthened social safety nets, will be needed to facilitate the adjustment in labor markets while protecting vulnerable workers.
