Book excerpt: While domestic issues loom large in voters' minds during American presidential elections, matters of foreign policy have consistently shaped candidates and their campaigns. From the start of World War II through the collapse of the Soviet Union, presidential hopefuls needed to be perceived as credible global leaders in order to win elections -- regardless of the situation at home -- and voter behavior depended heavily on whether the nation was at war or peace. Yet there is little written about the importance of foreign policy in US presidential elections or the impact of electoral issues on the formation of foreign policy. In US Presidential Elections and Foreign Policy, a team of international scholars examines how the relationship between foreign policy and electoral politics evolved through the latter half of the twentieth century. Covering all presidential elections from 1940 to 1992 -- from debates over American entry into World War II to the aftermath of the Cold War -- the contributors correct the conventional wisdom that domestic issues and the economy are always definitive. Together they demonstrate that, while international concerns were more important in some campaigns than others, foreign policy always matters and is often decisive. This illuminating commentary fills a significant gap in the literature on presidential and electoral politics, emphasizing that candidates' positions on global issues have a palpable impact on American foreign policy.

Book excerpt: The presidential election of 1944, which unfolded against the backdrop of the World War II, was the first since 1864—and one of only a few in all of US history—to take place while the nation was at war. After a brief primary season, the Republican Party settled upon New York governor Thomas E. Dewey, the former district attorney and popular special prosecutor of Legs Diamond and Lucky Luciano, as its nominee for president of the United States. The Democratic nominee for president, meanwhile, was the three-term incumbent, sixty-two year-old Franklin Delano Roosevelt. Sensitive to the wartime setting of the election, both Roosevelt and Dewey briefly adopted dignified and low-key electoral strategies early in their campaigns. Within a few months however, "politics as usual" returned as the campaign degenerated into a vigorously fought, chaotic, unpredictable, and highly competitive contest. While Politics as Usual is a comprehensive study of the campaign, Davis focuses attention on the loser, Dewey, and shows how he emerged as a central figure for the Republican Party. Davis examines the political landscape in the United States in the early 1940s, including the state of the two parties, and the rhetoric and strategies employed by both the Dewey and Roosevelt campaigns. He details the survival of partisanship in World War II America and the often overlooked role of Dewey—who sought to rebuild the Republican Party "to be worthy of national trust"—as party leader at such a critical time. Basing his work on available congressional records and administrative reports, Beard concludes that FDR's image as a neutral, peace-loving leader was a smokescreen, behind which he planned for war against Germany and Japan even well before the attack on Pearl Harbor.Beard contends that the distinction between aiding allies in Europe like Great Britain and maintaining strict neutrality with respect to nations like Germany and Japan was untenable. Beard does not argue that all nations were alike, or that some did and others did not merit American support, but rather that Roosevelt chose to aid Great Britain secretly and unconstitutionally rather than making the case to the American public. President Roosevelt shifted from a policy of neutrality to one of armed intervention, but he did so without surrendering the appearance, the fiction of neutrality. This core argument makes the work no less explosive in 2003 than it was when first issued in 1948.
