This environment is however extremely complex and very sensitive to development pressures and other forms of human influence. Planning and management of the sea are similarly complicated, reflecting intricate legal, institutional and ownerships patterns. This creates a situation where marine ecosystems are vulnerable to over-exploitation or neglect. The Ecosystem Approach to Marine Planning and Management describes how growing concern about the state of our seas is resulting in the development of new approaches to marine planning and management. For example, the United Nations Environment Programme has called for the widespread introduction of Marine Spatial Planning (MSP), and the European Union has recently been consulting on a new European Maritime Policy designed to stimulate economic growth but at the same time protect the resource base. Within the United Kingdom, the 2010 Marine Act draws upon the experience of town and country planning and brings into being a new system of Marine Spatial Planning. The authors show that a common feature of all these developments is an appreciation that more integrated forms of planning and management are required for our seas and that new arrangements must draw together understanding from natural science, social science and many other perspectives. Book excerpt: Legislating for an ecosystem approach to fisheries (EAF) is complex, due to the holistic nature of EAF involving multiple factors that underpin the social, economic, environmental, and institutional aspects of fisheries sustainability. These factors include ecosystems integration, risks, inter-sectoral collaboration, research, participatory processes, monitoring, control, surveillance, and enforcement, among others. To assess how an EAF is being implemented through national policy and legal frameworks, FAO developed "A diagnostic tool for implementing an ecosystem approach to fisheries through national policy and legal frameworks". The present legal report on the EAF used the diagnostic tool to assess the alignment of selected policy and legal instruments of Togo with an EAF. This assessment analysed the extent to which 82 EAF legal requirements, which are considered the minimum standards in legislating for an EAF, are reflected in Togo's policies and legislation relevant to the fisheries sector of the country and other relevant sectors (such as environment, wildlife, ecosystems, and maritime affairs). Based on this preliminary diagnosis, gaps were identified in the assessed instruments, and recommendations were made for improving the implementation of an EAF. This report was elaborated following a participatory approach with the involvement of the national competent authorities of Togo. Drafted in July 2021, the report was submitted to the national authorities of Togo in October 2021. The Ministère de l'économie maritime, de la pêche et de la protection côtière (MEMPPC) [Ministry of Maritime Economy, Fisheries and Coastal Protection] endorsed this EAF Legal Report of Togo in December 2021.

Book excerpt: Gökçeada is Turkey’s largest island, and acts as a natural center for the transition points of migrating fish, located at the entrance of Saros Bay, and at a point where the Marmara Sea and the North Aegean waters meet. The banks surrounding Gökçeada, create rich fishing beds. It also hosts Turkey’s only marine park established in 1999. A lack of stock assessments, as well as co-management, has impeded fisheries management capabilities in the region. This document presents a first baseline report on the fisheries of Gökçeada to facilitate its transition to incorporating the principles of an ecosystem approach to fisheries management. This report was prepared as part of the project «Transition to Ecosystem Approach to Fisheries Management and Designing a Management Plan in Gökçeada, Turkey», carried out in cooperation with the Ministry of Agriculture and Forestry and managed by Ege University with the participation of many other stakeholders and financed by the FAO EastMed Project. The first part of the report presents information on the fisheries, and the second section, presents threats to the sustainability of fishing. A review of all existing relevant data was completed in addition to fisher interviews performed in 2020 to properly understand the current state of the fisheries and threats affecting sustainability. The baseline report is the first step towards the preparation of a management plan for fisheries in Gökçeada. The success of this initiative requires the joint willingness and determination of all stakeholders, especially from the official institutions and the fishery cooperative.

Book excerpt: This thesis explores the avenues for the ecosystem approach to management in the Baltic Sea Region. This region is one of the most contaminated water bodies in the world, although the first Regional Seas Convention was created here and theregion has a long history of cooperation and environmental protection. The current environmental governance arrangements are examined with specific focuson governance structures, cross-sectoral integration and ecological boundaries.The ecosystem approach to management as both a tool and vision of holistic management of natural resources is traced through the evolution of environmental governance, as well as its manifestation in contemporary environmental policies in the region. It is found that the major EU directives, as well as HELCOM polices, promote the ecosystem approach and that its presence has increased inrecent years; it is now the major guiding principle in European marine governance. However, the governance structures impede implementation indifferent ways. The environmental problem areas in the region all require different governance arrangements, thus obstructing a holistic approach. The environmental problems per se also affect each other, necessitating far-reaching sectoral integration and cross-border cooperation, which at present is the major obstacle regarding implementation. The contemporary trends combining solid regionalisation through HELCOM with increased Europeanisation and macro regionalisation by different EU initiatives offer some promise, but the cross sectoral impediments must be resolved if the ecosystem approach is to become apractical approach and not just a policy principle.
