There are a few criticisms on the research design, the causal relationship between variables, measurement methods and data collection. Furthermore, previous studies rarely explore this value creation process between the two. This study introduces the intermediary mechanism of intellectual capital, to further understand how people management drive organizational performance. The research subjects in this study are Taiwan public listed companies. Questionnaires were directly mailed to the surveyed companies, and surveyed companies were asked to mail the completed questionnaires to the researcher after three weeks. In each surveyed company, participants are divided into two groups: one group includes HR professionals, while the other group includes line managers. HPWS and intellectual capital items were respectively responded by HR professionals and line managers to avoid the bias of common method variance (Peng et al., 2006). The results show that in the six dimensions of human resource management, only the 'incentive pay' on the organizational performance has a direct and significant positive impact, while the 'training development', 'employee participation', and 'performance management' of these three human resource management measures would help to enhance the intellectual capital, which in turn enhance organizational performance. The study also found that the most important organizational performance improvement from the 'human capital' and 'structural capital.' Therefore, in addition to training employees of the company's knowledge, skills, and professional, firms have to be the expert in the process of cumulative knowledge, experience, processes and other records and the complete integration of the knowledge database system for continuous improvement and repeated use, so as its unique competitive advantage can be retain in the organization.
