Book excerpt: The purpose of this study was to provide a greater understanding of the relationships between foster parent training, parenting self-efficacy (PSE), and positive parenting behaviors. This study also aimed to explore some of the challenges that foster parents report in trying to positively parent their foster children. A snowball approach was used to identify past and present foster parents (N = 297) from across the U.S. Participants completed an anonymous, online survey measuring their experience with foster parent training, PSE, and parenting behaviors. Quantitative results indicated different curricula predicted different aspects of PSE, and both Nurturance PSE and Achievement PSE predicted positive parenting behaviors. Qualitative results revealed that the most commonly reported foster parenting challenges were related to foster parenting agencies, child behaviors, and biological families.

Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

Book excerpt: Children who have been victims of sexual abuse often exhibit a wide range of negative behavioral, emotional, and psychological outcomes. Children involved in the foster care system are particularly likely to have experienced sexual abuse, and are also at a greater risk for subsequent pathology. While sexual trauma is relatively common in foster child populations, little is known about foster parents’ knowledge of sexual trauma and its effects on children. Furthermore, little research has been done regarding foster parents’ perceptions of sexually abused children, nor on foster parents’ willingness to foster such children. These variables are particularly salient given the important role that parents and families play in moderating the effects of child sexual abuse (CSA). Two final variables likely relevant to the parenting of sexually abused foster children are parental sense of competence and parental self-efficacy. While parental sense of competence and self-efficacy have been linked to positive parenting and child outcomes in the general population, little research has examined these constructs as they relate to foster children, particularly sexually abused foster children. This study attempted to examine foster parents’ (a) knowledge of childhood sexual abuse effects and treatment options, and (b) sense of competence and self-efficacy as they relate to (c) the willingness and likelihood of retainment of a foster child by the foster parent. Three hypotheses were tested: (1) Increased foster parent knowledge of the effects of CSA will predict both increased willingness and predicted likelihood of fostering and retaining a sexually abused child, and this relationship will be moderated by parental competence/self-efficacy; (2) Increased foster parent knowledge of treatment options for CSA will predict both increased willingness and predicted likelihood of fostering and retaining a sexually abused child, and this relationship will be moderated by foster parents’ likelihood of seeking treatment; and (3) Increased foster parent likelihood of seeking treatment will predict both increased willingness and predicted likelihood of fostering and retaining a sexually abused child, and this relationship will be moderated by foster parents' sense of competence and self-efficacy. The participants in this study were 201 current or former foster parents who had fostered at least one child in the United States. Participants were recruited online and through local agencies and fostering support groups. All participants completed the following measures: the Parenting Sense of Competence (PSOC), the Multidimensional Scale of Perceived Parental Efficacy (MSPPE), the Attitudes and Knowledge of Sexual Trauma Outcomes (AKOSTO), the Knowledge of Treatment (KoT), the Likelihood of Seeking Treatment (LST), the Willingness and Likelihood to Retain (WiLi-R), and a demographic form. Confirmatory factor analyses were used to assess construct validity of the AKOSTO, KoT, LST, and WiLi-R, as these measures were developed specifically for this study. Measures were then revised and re-analyzed in order to ensure good model fit. Moderate to good fit was obtained for each measure except the LST. The data were then analyzed using a series of moderated multiple regressions to test the three research hypotheses. Direct effects were found for parental sense of competence and for knowledge of effective treatment options for negative outcomes of child sexual abuse. No moderation effects were detected. Results suggest that parental sense of competence and knowledge of treatment play a significant role in a foster parent’s reported willingness to foster a child with a history of sexual abuse. Future research should focus on replicating results and on developing interventions to increase foster parents’ competence, particularly in working with children who have experienced sexual abuse.

Book excerpt: A new measure of foster parents' beliefs about relationship formation with adolescent foster youth was developed in this two-part study. First, scale items were developed through consultation with foster care experts and review of past qualitative research with foster parents. Second, the psychometric properties of the new measure were tested with a sample of 134 foster parents who currently had a foster child between the ages of 11 and 17 years in their care. Data were gathered through an anonymous online survey. An exploratory factory analysis was used to determine the scale's underlying structure. The Beliefs about Foster Parenting Scale (BFPS) is comprised of four subscales: (1) emotional connection, (2) understanding the child, (3) reasons for misbehavior, and (4) flexible commitment. The emotional connection subscale measures foster parents' beliefs about how quickly and easily a close foster parent-child relationship can develop. The understanding the child subscale measures foster parents' beliefs about how thoroughly they can understand and resolve foster youth problems. The reasons for misbehavior subscale measures foster parents' generalized beliefs about the reasons for foster youth misbehavior. The flexible commitment subscale measures foster parents' beliefs about the importance of monitoring and tending to their own health and well-being. The subscales demonstrated good internal consistency, reliability, and relationships with other measures of parenting behaviors, providing support for their construct validity. The BFPS represents a potentially useful tool for developing a better understanding of foster parents' experiences in caring for foster youth and for improving training and support programs for foster parents.

Book excerpt: ABSTRACT: Coercion within parent/child relationships can have lasting effects on the behavior of children. The Family Safety/Applied Behavior Analysis Initiative at the University of South Florida is part of a statewide project designed to serve foster parents and the children in the foster care system, has developed a training program entitled "Parenting Tools for Positive Behavior Change." To date, the effectiveness of the parenting course has been evaluated in two ways. First, parents have been tested in role-play situations before and after training, and have shown improvements in their use of positive parenting skills. Second, frequency of foster home placement disruptions has been evaluated. The Preliminary results suggest that the parenting course was successful in decreasing the costs associated with placement disruptions, as well as reducing the number decreasing the costs associated with placement disruptions, as well as reducing the number of restrictive placements. Despite the promising results thus far, research has not been conducted to determine whether the parenting course reduces coercion in interactions between parents and children. The present study sought to demonstrate the effectiveness of "Parenting Tools for Positive Behavior Change" training course on the use of positive parenting tools within the context of authentic environments (i.e., within home settings) using parents and biological children. Although all parent participants' appropriate responding improved during the course of the study, results appeared more dramatic for some parents over others. In general, the parent participants seemed to do better in decreasing coercive responses with their child's appropriate behaviors than their child's inappropriate behaviors. Overall, affect on the parent's coercive responses to their children's behaviors was not as dramatic as the affect on their increase in responding appropriately to their child's appropriate behaviors. It seems that the increase in more appropriate responses does not necessarily mean that this will also result in dramatic reductions in coercive responses by the parents.
