Book excerpt: Bachelor Thesis from the year 2023 in the subject Politics - Region: Africa, grade: B, , course: Sociology, language: English, abstract: The aim of this study is to assess the efforts of the Nigerian Police Force and community members towards crime prevention in Bosso Local Government Area of Niger State. The objectives are to examine the collaboration between Nigerian Police Force and community members on crime prevention and control in Bosso Local Government Area, Niger State and to find out the role of community members towards crime prevention and control in the study area. Furthermore the paper wants to identify the challenges faced by the Nigerian Police Force towards crime prevention and control in the study area and to understand the problems faced by community members towards crime prevention and control in the study area. Crime in every society portrays a great effect capable of disturbing peaceful co-existence and development of the society. No one feels safe in a society that is characterized by criminality. For this, every society adopts measures it deems fit for addressing it. Crime itself is a fuzzy phenomenon as criminologist and sociologist contend with what action or inaction account for a crime as it is diverse, subjective, relative, and depends largely on perspectives, events or legal analysis. Regardless of these complexities, crime refers to a negation of what the law of a society states or an aberration of expected societal conduct. In recent years, the international community has recognized that development in general, and the achievement of the Millennium Development Goals (MDG) in particular are contingent on the establishment of safety and securities in societies. High level of violence in cities and communities are detrimental to social and economic progress as well as the well-being of citizens. As stated in the report of the Secretary General on the Rule of Law and Transitional Justice in Post Conflict Societies: "prevention is the first imperative of the Criminal Justice".

Book excerpt: Community Policing is a policing system that proactively involves and engages the local communities in policing activities, from crime prevention, crime management to intelligence gathering. It is a policing paradigm that can be implemented differently in different communities, cities and nations as long as the community-centric approach is adopted in its overarching design. This flexibility of Community Policing has made its implementation difficult to comparatively capture since different nations will be doing different things all in the name of Community Policing. This factor has also made it easier in Nigeria for lip service to be paid to implementation when in fact nothing tangible happens in reality. Since the 1999 return to democratic rule; Nigerian Police has been discussing the implementation of Community Policing. Strategy after strategy documents have been produced; yet this form of policing is yet to be operationalised effectively in Nigeria. The void left by this failure has led to agitations for State Police or Local Police by many Nigerians. Meanwhile, the community perception of the police has deteriorated further in the years since 1999 and confidence in the Nigeria Police Force is at an all-time low. The strategies in this book will work effectively regardless of the structure of policing in Nigeria; so, in that sense, the book will always be relevant for policing Nigeria for decades to come. This book is deliberately written in such a way that all rank and file officers can read and understand it. It is a practical book that focuses concisely on how Community Policing can be delivered. The overwhelming focus of this book is on how the Nigerian Police can operationalise Community Policing in as quick a way as possible and with the least resources expended. The book is direct and straight to the point. My goal in this book is to provide a practical template on how Community Policing can be operationalised in Nigeria. After reading this book, the leadership of the police at all levels should be able to see some low hanging fruits of Community Policing implementation, they can adopt swiftly to improve community relations and public perception of the police. To the leadership of the Nigeria Police Force; I hope this book will spark additional creativity to see what is possible and improve the delivery of Community Policing in Nigeria for the benefit of all.

Book excerpt: Policing Criminality and Insurgency in Africa: Perspectives on the Changing Wave of Law Enforcement provides critical insights into the trends and patterns of crime and insurgency in contemporary African society. In Africa criminals and insurgents are becoming more resourceful, smart, and connected, as criminal syndicates are increasingly deploying modern technologies to commit crimes in ways and manners that are profoundly daring, and on a transnational and global scale. Meanwhile, the capacity of local, state, and security forces to stem the tide of crimes and insurgencies is decimated by dwindling resources on the part of the state due to official corruption, down-sizing of public institutions and a fierce competition for resources between security and other developmental agencies. In this volume, the contributors, who are expert academics in policing and security in Africa as well as security practitioners, provide detailed explanations of the new wave of crime, characterized by cyber insecurity, terror financing, the proliferation of small arms and light weapons, and transnational networking among criminal syndicates. The volume forensically explores how these complex waves and emerging trends of criminality and insurgency impact on the socio-economic and political development of Africa. Editors, Usman A. Tar and Dawud Muhammad Dawud highlight how these factors affect and shape policing and law enforcement in an era of “smart crimes” and insurgency within the continent.

Available in PDF, EPUB and Kindle. Book excerpt: Master's Thesis from the year 2017 in the subject Politics - Topic: Peace and Conflict, Security, grade: 68, Coventry University, course: Terrorism, International Crimes and Global Security, language: English, abstract: Community policing is a new phenomenon widely used to provide security extension through police-community partnership or cooperation between the state security providers and the community. This philosophy has proven to be an alternative for developing countries especially where the state capacity to provide security is limited. This process involves using the community for crimes information, crimes prevention and fighting crimes. Hence, various communities have adopted the approach of combining community partnerships with people and police personnel as it leads to strengthening crime prevention, combating strategies and procedures (Wehrman 2011). However, the results of COP in different part of the world vary especially judging from the different forms, challenges and different situations confronting the implementation. According to Wisler and Onwudiwe (2008) and Denny (2013), the Western model of the COP entails a situation where the State organize COP activities for proper community partnership while the African model is an establishment organized by the people. With either of the methods, Liberia’s experience was less effective due to factors outlined as the exclusion of Non-state security providers from the SSR process, Police Corruption, Low funding and loss of trust in the police. It is important to note that after examination of the above factors, the research concords with two factors as key as influence that demoralise the workings of COP and therefore undermine its effectiveness in Liberia.

Book excerpt: Policing is crucial to how Africans experience the freedoms of democracy and determines to a large degree the levels of economic investment they will enjoy. Yet it is a neglected area of study. Based on field research, this book reveals the surprising variety of people involved in policing besides the state police. Indeed many Africans are faced with a wide choice of public and private, legal and illegal, effective and ineffective policing. Policing in Africa is very much more than what the police do. It concerns the activities of business interests, residential communities, cultural groups, criminal organizations, local political figures and governments. How people negotiate this Smulti-choice of policing options, and the implications of this for government and donor security policy, is the subject of this book. It covers policing in all its forms in Sub-Saharan Africa, including two case studies of Uganda and Sierra Leone.

Available in PDF, EPUB and Kindle. Book excerpt: This Brief explores the role of social crime prevention as a crime reduction strategy in the developing world. "Social crime prevention" focuses on the social and economic factors that may contribute to violence and criminal behavior in a community. Particularly in the developing world, an understanding of the socioeconomic and political context holds long-term potential for crime reduction (rather than crime displacement); however, the strategies are complex and the results may be slow. Generally, police and law enforcement are relied upon to present quick results, where social crime prevention strategies can be viewed as being "soft on crime" or too slow. This Brief discusses the tension between the traditional role of police and proactive social crime prevention strategies in an international context, through a variety of case studies. It also provides recommendations for balancing or reshaping this role. This work will be of interest to researchers and policy makers interested in crime prevention, particularly in the developing world, criminal theory, police studies and related disciplines such as demography, sociology and political science.

Book excerpt: The Constitution of the Republic of South Africa (Act 108 of 1996), prescribe Community policing as the style of policing to be adopted by the South African Police Service to meet the safety and security requirements of all people in the country. Fundamental transformation is therefore needed to ensure that the South African Police Service develops into a community-oriented police service which adopts a consultative approach to meeting the safety and security needs of the communities it serves, a service which therefore becomes more accessible and acceptable and more efficient and effective. Based on the philosophy of the establishment of community policing approach in South Africa and the time lag, one wonders if the cardinal objective has been met in terms of crime prevention, especially community and neighbourhood based ones as crime rate in South Africa appears to be on the increase. This study therefore investigated the impact of community policing approach on crime prevention in Eldorado Park Policing Area, specifically, the successes, failure and challenges facing community policing in the area where interrogated.

Together, they have the knowledge & resources to identify & remove the sources of crime, drug use, & juvenile delinquency in their communities. This report will help create strong local leadership from local officials by chronicling how local public officials have used community safety partnerships to build healthier communities. Book excerpt: Kano is a city where a multi-layered form of community policing was established in the era of the rollback of the state in social provisioning in the midst of ever-increasing armed banditry and crime. Between 1985 and 2005, vigilante groups were established in almost all the neighbourhoods of Kano with the support of the traditional authority and community leaders. However, government interference, political instrumentalisation and inadequate support undermined its critical rote. Part of the rationale for the Police Community Relations Committee (PCRC) in Sabongari lies not in the efficacy of such initiative in reducing the incidence of crime but to confer a sense of identity, control of crime and security. The contradiction in PCRC could be located in the pathological fixation of police on corruption, which alienated and depressed the public from providing valuable information for crime control. The activities of vigilante groups and Hisba have reduced the high rate of juvenile delinquency in metropolitan Kano. The litmus test for Hisba in the implementation of Sharia law would be how it could reconcile the social diversity in a multicultural society such as Kano to ensure security and social harmony. The study concludes that the gap between different forms of vigilante groups, conflicting political motivations and the near discordant relations with the police, produced a dysfunctional mechanism for crime control.
