The long-term human and fiscal consequences of child abuse and neglect are not relegated to the victims themselves-they also impact their families, future relationships, and society. In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. Book excerpt: The focus of this study was the investigation of the relationship between locus of control, self-esteem and maladaptive behavior among incestuously abused Black and Hispanic children placed in foster care, as a means of delineating within group differences for a sample of subjects uniquely affected by the experience of powerlessness. The locus of control orientation of 37 females and 17 males was examined using the bipolar Nowicki and Strickland Locus of Control Scale for Children (NS-CIE), the Connell Multidimensional Measure of Children's Perceptions of Control (MMCPC) and a Blame Questionnaire developed by the author, as related to self-esteem using the Coopersmith Self-Esteem Inventories (SEI) and Maladaptive Behavior using the Child Behavior Checklist (CBCL). It was hypothesized that, for this sample of children, the Powerful Other external as opposed to the Internal or Unknown/Chance external orientations would be related to higher self-esteem and lower maladaptive behavior. Upon review of the data extensive gender differences were found on all of the measures, requiring separation of the female and male correlations for analysis. Although the findings indicate that internal locus of control is related to higher General (r =.33) and Total (r =.30) self-esteem for females, no relationship was found between internality and self-esteem for males. Powerful Other (MMCPC), an external orientation, was associated with lower maladaptive behavior for males (Total, r = $-$.33; Externalizing, r = $-$.31). In addition, external (Other) blaming behavior was related to higher General (r =.36), School (r =.38) and Total (r =.35) self-esteem for females and higher Social self-esteem (r =.31) for males. Internal blaming behavior (Behavioral Self-Blame) was related to lower School (r = $-$.30) and Parent/Home (r = $-$.32) self-esteem for females. In addition, Characterological Self-Blame (an internal orientation) was related to lower Social (r = $-$.39), School (r = $-$.43) and Total (r = $-$.38) for males and to higher Total (r =.38), Internalized (r =.31) and Externalized (r =.32) maladaptive behavior for females. Although these findings must be interpreted with caution due to the small sample and the small number of males, the results of this investigation support the thesis underlying this study (externality may be adaptive for some groups). The consistent gender differences in response to the measures used, suggests that the experience of powerlessness may have different meaning for female and male victims of incestuous abuse. In addition, the NS-CIE's consistent inability to tap the control orientations of this sample, in relationship to the variables studied, suggests the broader applicability of a multidimensional measure of locus of control.

The ones who were not abusive didnt seem to be able to remove themselves or the children from the harmful behavior in our lives. As a child I was extremely nervous and felt a lot of shame. I witnessed a lot of horrible things and was extremely abused myself. I saw how alcoholism enabled certain family members to either act very inappropriately when under the influence or become extremely violent. I saw how alcohol was used to medicate other family members. Some of my family members died rather young I feel due a very stressful life. I began to notice my siblings and my cousins participate in destructive relationships and/or abuse substances. My relationships with them were not healthy ones. I tried for years to find ways to improve my relationships with them but nothing ever worked no matter how hard I tried. This book is about my experiences with family and other unhealthy relationships in my life. How it all affected me from childhood and into adulthood. The steps I had to take to improve my life. I now believe I can have the love and respect I want from others in my life as long as I love and care for myself. I hope my story will help others who have had similar experiences. I have no desire to drink alcohol anymore or to associate with people who abuse it, are abusive, controlling and who cannot be accountable for their behavior. We all deserve to heal and have good relationships in our lives.

In an attempt to answer these questions, the State of California established a task force on self-esteem and social responsibility in 1987. The aim of this body was to determine what connections might exist between these two factors and to suggest policy guidelines relating to the welfare of Californians and to the expenditure of public resources. The ten essays in this volume, prepared by faculty members of the University of California, draw on research in the social and behavioral sciences to explore these issues. They assess the substantive assertions and research findings in the field and make careful evaluations of their reliability and validity. In many cases strong connections between self-esteem and problematic behavior are established, in others the connections are weak, and in some the causal relationship is, as yet, imperfectly understood. One of the conclusions of the book is that research on these issues needs to be improved, particularly in the areas of comparative and longitudinal studies. Guidelines for future research are suggested, and some points of policy direction are elaborated. These essays may indeed promote additional research, for the premise that social stability and welfare are largely dependent on the psychological state of a people poses a challenging and provocative counter-emphasis to the assumption that social institutions are the primary determinants of individual welfare.
