Book excerpt: This report to the Legislature and Governor provides recommendations on the design of a workable structure for the annual evaluation of district-level performance for California Community College districts. Under contract with the California Community Colleges Chancellor's Office, a six-member panel of the Research and Planning Group for California Community Colleges (RP Group) Center for Student Success (CSS) carried out a study to develop a set of performance frameworks, performance indicators and recommended approach to performance evaluation for discussion and review by an External Panel of Experts, a Statewide Oversight Committee of CA Community College Leaders, the Department of Finance and the Legislative Analyst's Office in response to AB1417 (Pacheco) [Chapter 581, Statues of 2004], for eventual adoption by the Board of Governors of the California Community Colleges and submission to Legislature and the Governor of California. These recommendations are well-tailored to the uniquely varied educational needs and missions of the California Community Colleges. The recommended framework would provide valuable information not only to state policymakers, but also to local community college districts, which over time could contribute toward improved instruction and related programs for students. Implementation of this framework would require the enactment of authorizing legislation and a relatively modest augmentation of resources for the Chancellor's Office. Appendix A lists the members of the Research and Planning Group/Center for Student Success. Appendix B lists the members of the six-member External Panel reviewed the draft framework twice and provided comment and guidance in the project, and has given the proposal high marks. Appendix C lists the members of the Oversight Committee. Appendix D provides the performance reporting project proposed metrics.

Book excerpt: Resolution 13.04, "A Document in Support of an Academic Culture," adopted at the Fall 2007 plenary session, asked the Academic Senate for California Community Colleges (Academic Senate) to "create a document that sets out the basic elements of a higher education institution, particularly within California's community college system." Addressing this resolution prompts a wider reflection on the role of educational institutions within their historical and social contexts. Describing the elements of a higher education institution also prompts a discussion of similarities and differences between California's community colleges and K-12 institutions on the one hand, and California's public baccalaureate-granting entities on the other. While this paper makes no new recommendations, it makes explicit the assumptions that underlie a range of existing Academic Senate positions, resolutions, and recommendations in a broader context than has sometimes been the case. This broader context is especially relevant given the ongoing need of modern societies for an educated and highly skilled citizenry in spite of boom and bust economic cycles incapable of supporting all levels of education consistently. The issues addressed in this paper are also relevant to ongoing debates about "standards-based" and "outcomes-based" education and the fear that calls for accountability and external oversight of higher education suggest an ultimate goal of standardizing higher education curriculum and its delivery. The study takes a mixed-method approach, utilizing both quantitative and qualitative information to examine the Student-Centered Funding Formula's effect on community colleges that are in predominately minority communities. The supposition in this case is that there is a negative effect on minority serving community colleges due to the implementation of Performance-Based Funding in California.

Book excerpt: This study was commissioned by the California Community Colleges System Office to identify effective practices in basic skills programs. The Center for Student Success (CSS), which is affiliated with the Research and Planning (RP) Group for California Community Colleges, was selected to conduct the study. There are three major components of the study: (1) An extensive review of the literature related to basic skills practices, as well as an overview of examples of strategies employed by 33 California community colleges and nine out-of-state institutions; (2) A self-assessment tool which will allow colleges to reflect on how their current practices fit with the findings from the literature regarding what are known to be effective practices for basic skills students; and (3) A cost/revenue model for developmental education programs which provides a way to explore the incremental revenues that can be derived over time from such programs. Over 250 references, spanning more than 30 years, were reviewed, making this the most comprehensive review of literature in the area of basic skills conducted in California community colleges to date. Study after study by a multitude of researchers confirms a consistent set of elements that commonly characterize effective developmental education programs. These elements can be organized under the broad categories of organizational and administrative practices, program components, staff development, and instructional practices. A total of 26 effective practices emerged under four major categories: (1) Organizational and Administrative Practices; (2) Program Components; (3) Staff Development; and (4) Instructional Practices. A set of brief summaries of case-studies gathered by the Center for Student Success are also included as examples of effective practices that have been developed at colleges around the state based largely on the same research and literature cited in this guide.
