Between 2002 and 2013, jet fuel prices more than quadrupled from $0.72 to $2.98 per gallon and general aviation gasoline prices more than tripled from $1.29 to $3.93 per gallon in nominal terms. The Airport and Airway Trust Fund (trust fund) is funded principally by excise taxes on ticket purchases, aviation fuel, and cargo shipments as well as interest revenue. Section 808 of the FAA Modernization and Reform Act of 2012 required GAO to study the impact of increases in aviation fuel prices on the trust fund and the aviation industry in general. This report discusses (1) the impact of increases in fuel prices from 2002 to 2013 on commercial passenger aviation, (2) the impact of increases in fuel prices from 2002 to 2012 on general aviation, and (3) the results of GAO's analysis of how future increases in fuel prices could impact the trust fund. GAO reviewed studies and other literature on the impact of fuel price increases. GAO conducted an analysis that included scenarios with increases in fuel prices up to 200 percent (as mandated by Section 808) through 2024. GAO also interviewed government officials and aviation associations. GAO is not making any recommendations in this report.

Book excerpt: This dissertation describes an equilibrium model to examine domestic airline scheduling and pricing behavior in response to changes in fuel prices and runway capacity limits. A major re-design of an equilibrium model developed by Le (2006) was performed that allows one to look at the responses of the airline industry as costs change and/or as capacity limits are altered. Part of this re-design required an analysis of the sensitivity of airfares to supply changes and the development of general elasticity models for each of the major markets served by the airports in this study. The US Government expects to spend $37 billion in order to increase airspace capacity in the US (e.g. SESAR/NextGen) while economists argue that there are market-based mechanisms that can better manage congestion at airports where expansion is impossible and during the interim before the technologies are fully functional. Those that argue against market-based approaches worry that passengers in smaller markets will lose air-transportation access, airlines are too fragile to incur any new taxes, airfares will increase and it will not force the up-gauging that will improve throughput with current technologies. By evaluating how cost changes and/or capacity changes impact airline behavior, one can evaluate if these arguments are justified. Airline domestic scheduling and pricing behavior is examined at eight congested airports (BOS, DFW, EWR, JFK, LGA, ORD, PHL, and SFO) because they generated 47.5% of the flight delays in 2007 and 42.6% of the flight delays in 2010. We record changes in the markets served by each of these airports, the frequency of service to these markets, changes in the aircraft size, the number of passengers served and the average airfares when fuel price are increased and when runway capacity limits are imposed. We also examine the effect of these changes on the profitability of the airline industry and the amount of fuel used. The results of this analysis show that: The system is very sensitive to fuel price changes and less sensitive to capacity changes, especially between Visual Flight Rules (VFR) and Marginal Visual Flight Rules (MVFR). The Airport Schedule Optimization Model (ASOM) developed in this dissertation indicates that the airline industry is robust but will alter their schedules and service to maintain profitability. As fuel prices increase, airlines are likely to show greater changes in their schedules and the model reflects an increase in airfares, a decrease in passengers served and a decrease in aircraft gauge. As fuel prices start to increase operational costs are dominated by fuel costs. When this occurs, airlines no longer see the economies of scale related to aircraft size that are exhibited at lower fuel costs.

Book excerpt: This paper investigates the response of consumer price inflation to changes in domestic fuel prices, looking at the different categories of the overall consumer price index (CPI). We then combine household survey data with the CPI components to construct a CPI index for the poorest and richest income quintiles with the view to assess the distributional impact of the pass-through. To undertake this analysis, the paper provides an update to the Global Monthly Retail Fuel Price Database, expanding the product coverage to premium and regular fuels, the time dimension to December 2020, and the sample to 190 countries. Three key findings stand out. First, the response of inflation to gasoline price shocks is smaller, but more persistent and broad-based in developing economies than in advanced economies. Second, we show that past studies using crude oil prices instead of retail fuel prices to estimate the pass-through to inflation significantly underestimate it. Third, while the purchasing power of all households declines as fuel prices increase, the distributional impact is progressive. But the progressivity phases out within 6 months after the shock in advanced economies, whereas it persists beyond a year in developing countries.

GAO examined how (1) the financial condition of the U.S. passenger airline industry has changed, the principal factors affecting its condition, and its prospects for 2009; (2) airlines have responded to the factors affecting their financial condition; and (3) changes in the industry have affected airports, passengers, and the Airport and Airway Trust Fund (Trust Fund), which funds the Federal Aviation Administration's (FAA) capital programs and most of its operations. To do this, GAO analyzed financial and operating data, reviewed studies, and interviewed airline, airport, and FAA officials and other experts. The Department of Transportation (DOT) provided technical comments, which were incorporated as appropriate. In light of the declining uncommitted balance in the Trust Fund, Congress should consider working with FAA to reduce the risk of over committing budgetary resources from the Trust Fund so that resources are available to cover all the obligations that FAA has the authority to incur and reduce the risk of disruptions in funds for aviation programs and projects.

I think the disruption of the production or distribution of petroleum because of incidents of terrorism was costly in terms of loss of business and the inflationary effect on fuel dependent products or services. In fact, some airlines have adopted more fuel saving technology, so whose fuel consumption would not use more than other non fuel saving technology airlines, these own fuel saving technology airlines which do not need to increase ticket prices to influence passenger numbers to be decreased in possible. It seems fuel price increasing will not be the only factor to influence the airline industry's traveler numbers decreasing, in addition to terrorism external incident factor influence. However, due to some airlines which have fuel saving technology, so which can avoid to use more fuel to provide planes to use and which fuel costs will be reduced, then which can provide cheaper air ticket fare prices to compare the non fuel saving technology airlines.
