Book excerpt: Abstract: The author investigates the effects of preferential trade agreements (PTAs) on the net foreign direct investment (FDI) inflows of member countries using a comprehensive database of PTAs in a panel setting. He finds that PTA membership is associated with a positive change in net FDI inflows, and the FDI gains are increasing in the market size of the PTA partners and their proximity to the host country. The author identifies several different channels through which preferential trade liberalization may affect FDI, and confirms that both threshold effects (signing the agreement) and market size effects (joining a larger and faster-growing common market) are important determinants of net FDI inflows, although the latter seem to dominate. The estimated relationship is largely driven by North-South PTAs, and is most pronounced in the late 1990s and early 2000s, the period when the majority of "deep integration" PTAs had been advanced.

Book excerpt: Abstract: May 2000 - How much a developing country can take advantage of technology transfer from foreign direct investment depends partly on how well educated and well trained its workforce is, how much it is willing to invest in research and development, and how much protection it offers for intellectual property rights. Saggi surveys the literature on trade and foreign direct investment - especially wholly owned subsidiaries of multinational firms and international joint ventures - as channels for technology transfer. He also discusses licensing and other arm's-length channels of technology transfer. He concludes: How trade encourages growth depends on whether knowledge spillover is national or international. Spillover is more likely to be national for developing countries than for industrial countries; Local policy often makes pure foreign direct investment infeasible, so foreign firms choose licensing or joint ventures. The jury is still out on whether licensing or joint ventures lead to more learning by local firms; Policies designed to attract foreign direct investment are proliferating. Several plant-level studies have failed to find positive spillover from foreign direct investment to firms competing directly with subsidiaries of multinationals. (However, these studies treat foreign direct investment as exogenous and assume spillover to be horizontal - when it may be vertical.) All such studies do find the subsidiaries of multinationals to be more productive than domestic firms, so foreign direct investment does result in host countries using resources more effectively; Absorptive capacity in the host country is essential for getting significant benefits from foreign direct investment. Without adequate human capital or investments in research and development, spillover fails to materialize; A country's policy on protection of intellectual property rights affects the type of industry it attracts. Firms for which such rights are crucial (such as pharmaceutical firms) are unlikely to invest directly in countries where such protections are weak, or will not invest in manufacturing and research and development activities. Policy on intellectual property rights also influences whether technology transfer comes through licensing, joint ventures, or the establishment of wholly owned subsidiaries. Book excerpt: This research examined the effects of Foreign Direct Investment (FDI) on economic growth of Lao People's Democratic Republic (Lao PDR) between 1993 and 2015. The investigation was based on the influence of growth and economic absorptive capability determinants such as human capital, trade openness, and institutional quality. In addition, empirical analysis was conducted in four neighboring economies of Lao PDR (Cambodia, Vietnam, Thailand, and China) to identify the patterns of FDI and economic growth in the region based on their economic settings and trade relations. This research used a multivariate framework including capital stock, labor stock, FDI, human capital, trade openness, and institutional quality as regressors of the growth model. The Augmented Dickey-Fuller unit root test was used to determine the stationarity of variables; the Johansen Cointegration test was used to verify the cointegration and long-run relationships among variables; the unrestricted Vector Autoregressive model was used in estimating the significance of the causal linkages; and the Granger causality test was used to verify the direction of the casual links between dependent and independent variables. The empirical results showed positive effect of FDI on economic growth is complemented with trade openness in Lao PDR and is complemented with institutional quality in Vietnam. The negative effect of FDI on economic growth was complemented with negative effects of human capital and trade openness in Cambodia and complemented with trade openness and institutional quality in China. While FDI has negative effect on economic growth, human capital, trade openness, and institutional quality appeared to have positive effect on economic growth of Thailand. These results imply that Lao PDR and Vietnam share some similarities in benefiting from FDI inflows. Cambodia also shares similar pattern in benefiting from FDI inflows with China. Although this research found negative effect of FDI on the economic growth of Thailand, the positive effects of human capital, trade openness, and institutional quality make the economy of Thailand unique and different from those of other four countries. Ultimately, this research aimed to provide a direction for future economic development policy formulation and implementation through better understanding of the absorptive capability of Lao PDR economy and its attractiveness to FDI. The findings of this research confirm that trade openness is significant in attracting FDI and considered the first door to welcoming investors, while having a sufficient level of infrastructure, education, quality institutions, and transparency would ascertain investors of their profitability. Research results lend credence to the need for the government of Lao PDR to focus on improving its economic absorptive capability and economic competitiveness regionally and globally in a variety of ways including the use of better wealth and resource management strategies. As a resource-rich economy, failing to implement an effective wealth hand resource management strategies could lead to the Dutch Disease effects in the Lao PDR economy.

Book excerpt: We test the effect of foreign direct investment (FDI) on economic growth in a cross-country regression framework, utilizing data on FDI flows from industrial countries to 69 developing countries over the last two decades. Our results suggest that FDI is an important vehicle for the transfer of technology, contributing relatively more to growth than domestic investment. However, the higher productivity of FDI holds only when the host country has a minimum threshold stock of human capital. In addition, FDI has the effect of increasing total investment in the economy more than one for one, which suggests the predominance of complementarity effects with domestic firms.
