While defense spending was not deliberately invented as a fiscal policy instrument, its importance in the composition of overall government spending and thus in determining employment is now easily recognized. In light of the collapse of the Soviet Union and the consequent reduction in the threat to the security of the United States, maintaining defense spending at the old level seems indefensible. The media has concentrated on the so-called peace dividend. However, as soon as the federal government is faced with defense cuts, it realizes the macroeconomic ramifications of such a step. Based on studies included in this volume, we examine the effects of defense spending on economic growth and investigate how the changed world political climate is likely to alter the importance and pattern of defense spending both for developed and developing countries.

Book excerpt: Not too many years ago, the burden of Soviet defense seemed a secondary issue. The conventional estimates of the size of the burden were low and the Soviet economy was growing rapidly. Now, the era of rapid growth seems to have come to an end and the Western estimates of the burden are much higher. The conjunction generates intense interest in the relation between the two developments. Especially important is the role of the defense burden in shaping future growth prospects. How serious a drag on the economy does the Soviet military budget represent? Is cutting defense spending the solution to current Soviet economic problems? Will the military budget nevertheless continue to grow? These questions are the focus of the present paper. The first section considers the various estimates of the size of the Soviet defense burden. It is followed by a discussion of the connections between defense burden and resource allocation choices. A final section speculates on the implications for future defense spending.

It argues that despite the changes that have occurred in Europe since 1989, it is still useful to understand the size and composition of the military economy of the former Soviet Union. Accurate assessment of military forces, spending, and technology continues to be important because the Russian military establishment has inherited most of these elements, and Russia remains a significant factor in the international balance of power. Also, the military sector of the former Soviet Union plays a significant role in that economy. This prominence is a contributing factor in the laggard performance of the republics' economies. If this trend is to be reversed, it is important to move toward a smaller defense sector whose resource allocations are acquired through a more transparent and accountable process than in the past. Finally, the military's access to scarce resources is a significant reflection of its political role, as well as a contributor to it. The status of the defense sector indicates the relative domestic political strength of the heretofore powerful interests associated with it. This Note is divided into six parts: (1) methods for estimating the size of the Soviet economy and its performance; (2) effects of Perestroika on the defense sector; (3) Soviet allocative choices as between the military and other sectors; (4) effects of foreign trade on the Soviet defense sector; (5) monetary aspects of the contemporary Soviet economy; and (6) conversion of Soviet defense industry.

Book excerpt: Two questions are posed: How can we explain the monotonic growth of the Soviet military budget over two decades when overall economic growth was slowing down? Can changes in this pattern be expected? Section II defines and analyzes the concept of the Soviet defense burden, then surveys empirical measures of the burden. Section III is skeptical about the extent to which the Soviet buildup is a response to external threats to security. The persistent buildup is seen instead to reflect the leadership's perception of national priorities and to be supported by a decisionmaking apparatus that maintains them. In the near future, external challenges (particularly the U.S. buildup) and opportunities will create pressures to maintain the pace of military spending, but worsening economic prospects will make it increasingly burdensome. Neither Brezhnev nor his successors are likely to have new options for dealing with this dilemma, and considerations that have induced the Politburo to try to 'middle through' will probably continue to dominate. U.S. policy has a significant capacity to influence Soviet policy in this direction.
