That year, Harold Hotelling's widow had donated the collection of his private p:;tpers, correspondence and manuscripts to the Butler Library, Columbia University. This is a most appropriate place for them to reside, in that Hotelling's most productive period as an active researcher in eco nomics and statistics coincides with the years when he was Professor of Mathematical Economics at Columbia (1931-1946). The Hotelling Collection comprises some 13,000 separate items and contains numerous unpublished letters and manuscripts of great importance to historians of economics and statistics. In the course of the following year I was able, with the generous financial assistance of the Nuffield Foundation, the Economic and Social Research Council, the British Academy and the University of Durham, to spend six weeks over the Easter period working on the collection. I returned to New York in September 1986 while on sabbatical leave from the University of Durham, and I spent most of the following eight months examining the many documents in the collection. During that academic year I was grateful to Columbia University who gave me the title of Visiting Research Professor and gave me the freedom to work in their many well-stocked libraries.

It applies an alternative take on environmental economics, focusing on the economics of the natural environment, including development, computation, and potential empirical importance of the concept of option value, as opposed to the standard treatment of the economics of pollution control. The approach throughout is primarily conceptual and theoretical, though empirical estimation and results are sometimes noted. Mathematics, ranging from elementary calculus to more formal dynamic optimization, is used, especially in the early chapters on the optimal management of exhaustible and renewable resources, but results are always given an economic interpretation. Diagrams and numerical examples are also used extensively. The first chapter introduces the classical economists as the first resource economists, in their discussion of the implications of a limited natural resource base (agricultural land) for the evolution of the wider economy. A later chapter returns to the same concerns, along with others stimulated by the energy and environmental “crises” of the 1970s and beyond. One section considers alternative measures of resource scarcity and empirical findings on their behavior over time. Another introduces the modern concept of sustainability with an intuitive development of the analytics. A chapter on the dynamics of environmental management motivates the concept of option value, shows how to compute it, then demonstrates its importance in an illustrative empirical example. The closing chapter, on climate change, first projects future changes and potential catastrophic impacts, then discusses the policy relevance of both option value and discounting for the very long run. This book is intended for resource and environmental economists and can be read by interested graduate and advanced undergraduate students in the field as well.

There is also a good deal of material - especially in the chapters on fisheries, forestry, valuation and discounting - that post-graduate students may find useful as stepping-stones. The material presented stems from my lectures to final-year students at the University of Ulster during the last 12 years, and some of my ongoing research work. When I moved to Northern Ireland in 1982 I was given a course called 'Economics of Exhaustible Resources' to teach. This has changed its title and focus a number of times along with the structure of the University. My early reading lists included a number of journal articles and books written on the sub ject.
