Or the underlying problems that motivated past interventions remain even when it's clear that current approaches have failed. Reform of sugar markets needs to go beyond eliminating failed policies, and find lasting solutions.

Book Synopsis Has the Reform of the Sugar Market Achieved Its Main Objectives? by : European Court of Auditors
Download or read book Has the Reform of the Sugar Market Achieved Its Main Objectives? written by European Court of Auditors and published by . This book was released on 2010 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The EU launched a major reform of its sugar sector in 2006, to ensure its competitiveness and to stabilise the market while complying with international commitments. This involved a price decrease as well as a 30 % reduction in production quotas, resulting in the closure of 80 factories. A restructuring fund and aid for diversification were to mitigate the social and economic impact of these measures; the court conducted an audit of the reform and concluded that some of the most efficient producers were forced to renounce quotas and rigidities linked to the quota system are still present. There is an increased dependence on imports while there are doubts as to the decrease in prices being passed on to the final consumers and delays persist in implementing diversification and environmental measures."--Page 4 of cover.

Download or read book Sugar Policies written by Donald Mitchell and published by . This book was released on 2013 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Sugar is one of the most policy distorted of all commodities, and the European Union, Japan, and the United States are among the worst offenders. But internal changes in the E.U. and U.S. sugar and sweetener markets and international trade commitments make change unavoidable and provide the best opportunity for policy reform in several decades. The nature of reforms can have very different consequences for developing countries. If existing polices in the E.U. and the U.S. are adjusted to accommodate higher imports under international commitments, many low-cost producers, such as Brazil, will lose because they do not currently have large quotas and are not included among the preferential countries. The benefits of sugar policy reform are greatest under multilateral reform, and according to recent studies, the global welfare gains of removal of all trade protection are estimated to total as much as $4.7 billion a year. In countries with the highest protection (Indonesia, Japan, Eastern Europe, Western Europe, and the U.S.), net imports would increase by an estimated 15 million tons a year, which would create employment for nearly one million workers in developing countries. World sugar prices would increase by as much as 40 percent, while sugar prices in countries that heavily protect their markets would decline. Developing countries that have preferential access to the E.U. or U.S. sugar markets are likely to lose some of these preferences as sugar policies change. However, the value of preferential access is less than it appears because many of these producers have high production costs and would not produce at world market prices.
Book Synopsis The Economic Impact of Public Support to Agriculture by : Virgil Ball
Download or read book The Economic Impact of Public Support to Agriculture written by Virgil Ball and published by Springer Science & Business Media. This book was released on 2010-07-27 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite a gradual and sustained decline in the contribution of agriculture to the economies of the member countries of the Organization for Economic Cooperation and Development (OECD), the sector remains socially and politically important. Although agriculture accounts for less than 2% of the gross domestic product of the OECD countries, it occupies over 35% of their total land area. Predominantly rural regions, where agriculture remains particularly important, contain almost one quarter of the population of OECD countries. The past quarter century has witnessed signi?cant changes in agricultural po- cies in OECD countries. Although total support remains high, a shift has taken place from price-linked measures to direct income support, most notably in the European Union. Policies have been adapted to meet pressing social concerns, such as ens- ing food security and improving environmental quality. OECD countries face major economic issues due to the ageing of their populations and the need to adapt to gl- alization and increasing competition from emerging economies. Continued pressure to reform agricultural policies will be exerted by the need to economize on the use of scarce public resources. At the same time, agriculture faces new challenges g- erated by climate change, the “greening” of the economy, increasing scarcity of energy and water, and the demands placed on the food system by an expanding world population.
