Outline of the work The objective of this paper is the investigation of the economic impact of venture capital-backed companies. Therefore growth, employment and innovation are examined as the three most important spheres of influence. Beyond that, venture capital probably affects further areas of economy that are however not described within the scope of this work. This analysis should clarify the extent and kind of influence of venture-backed enterprises. It is based on various studies about the economic impact of venture capital, covering different research methods and geographic regions all over the world. The structure of the paper is shown in Fig. 1. The first chapter introduces the topic by describing the relevance of the subject and the structure of the work. Thereafter follows a definition of venture capital, a specification of the economic focus and a discussion of methodological issues. The chapters three to five constitute the main part and investigate the above-mentioned spheres, applying a three-staged examination method. The first section describes the respective topic and discusses relevant measures for the analysis. The second section inspects the development of venture capital-backed companies by looking at quantitative and qualitative aspects. The measures identified in the first section are chosen as quantitative indicators. The qualitative research focuses on the strongest influenced areas. The last section of the respective chapter assesses the economic importance of the topic, summarises the findings and determines the role of venture capitalists. Chapter six closes with a summary of the most important results and a further outlook.

The results are compared to a control group. Additionally, panel data methodology is applied to verify the significant effect observed over time on the variables analysed. The evidence suggests that VC-backed companies have a greater economic impact and that VC funding has a significant and positive effect on this impact.

Book excerpt: Since 2000, the Department for Business, Innovation and Skills and its predecessors have invested around £338 million in a series of venture capital funds to support young companies, which may find it difficult to obtain funding elsewhere. Nearly half of these businesses were not confident that they would have been able to go ahead anyway without finance from the Department's funds. The Department failed to establish a robust framework, and associated baselines, against which to measure the impact of the funds: objectives were not clearly set out or prioritized. It was therefore not in a position to judge whether the taxpayers' investment offered value for money. The Department, however, is now planning to take steps to strengthen its programme management and evaluation so that it is better able to demonstrate value for money. The taxpayer is unlikely to receive financial returns on investment from the early funds. The £74 million invested in the Regional Venture Capital Funds, for example, is currently valued in the Department's accounts at £5.9 million and the Department will get a financial return only if the individual funds outperform the preferential 10 per cent return to other investors. The economic benefits derived from the programme have yet to be measured.

The outcomes of the study aim to provide VCs with a deep understanding of the investment environment within EM to lower the perceived risks and facilitate investments. The literature review revealed a lack of evidence for the main institutional pressures, their impact on VCs as well as the strategies used to mitigate the impact of the liability of foreignness. The main finding of the study is that a liability of foreignness exists for VCs due to political, legal and cultural pressures as well as a home bias. This leads to an increase in transaction costs. Furthermore, differences in the governance codes and business practices made it difficult for VCs to gain legitimacy within the EM while complying with all the rules and regulations of their home country. Furthermore, local adaptation through the establishment of local offices to gain access to local networks and resources was the favoured mitigation strategy of VCs. Superior firm resources were used to facilitate learning about the EM by attracting local entrepreneurs and leveraging the added value of such resources during negotiations. The relocation of the headquarters from a portfolio company operating in an emerging market to a developed country in order to access financial as well as human resources was identified as a new mitigation strategy.

Combining primary data from a number of sources, we discover positive impacts of increases in turnover and employment in funded ventures, along with effective targeting of specific funding gaps. Significant issues remain, including a lack of liquidity in follow-on funding and a requirement for longer time horizon in funds, as firms typically fall behind in development schedules. There is, therefore, a need for greater flexibility in GVC-backed funds. Policy designers should be cognisant of the changing external financing ecosystem when designing co-investment schemes.
