Book excerpt: Considered to be one of the most successful recent economic development projects in New York City, the transformation of a recent section of former New York Central Railroad elevated track to the now-famous High Line Park has been the envy of designers and preservationists in cities across the US. The High Line project has been looked to as a model for a large number of cities with significant tracts of disused industrial infrastructure from the heyday of American railroads. Philadelphia is just one example of a community that has been attempting to replicate the High Line's success. However, the significant capital investment required to adaptively reuse elevated railroad structures is challenging. A critical examination of the High Line's economic impact, this study attempts to balance the sticker shock of such capital investment with the ongoing development benefit. It considers the number of jobs created by the project, the increase in household income and property values within the neighborhoods adjacent to the line, and subsequent demands on other industries. The study employs two quantitative methods to arrive at its conclusions: (1) Impact Analysis for Planning (IMPLAN) software for measuring the exact the dollar amount of economic benefits from historic preservation; (2) Geographic Information System (GIS) to present the changes of property values by collecting the data of property values along the High Line. This thesis concludes that there has been a positive economic impact from the High Line Park development.

These large scale redevelopment projects are known for catalyzing economic development in areas through the addition of community amenities such as open spaces and park space, while also attracting new residential and commercial development in surrounding neighborhoods and increasing the value of surrounding properties. However, these projects are also known for negatively impacting the preexisting socioeconomic fabric of its surrounding areas. This report explores the impact of the High Line on its surrounding neighborhoods in order to understand if the positive community benefits associated with these large redevelopment projects outweigh the negative impacts they may have. Three main research questions shaped this report: 1. To what extent did the High Line development impact the property values of the neighborhoods surrounding the site? a. What was the overall percent change in the market and assessed property values from pre-High Line to post-project completion? b. How does the impact on the area’s real estate values compare to value changes in the market in surrounding neighborhoods and the overall property value changes Manhattan? 2. How many new developments came about as a result of the High Line development and the West Chelsea rezoning? 3. What were the socioeconomic impacts that resulted from the High Line redevelopment? Data was collected from multiple sources to address these questions, and to help better understand how these large redevelopment projects can impact neighborhoods and therefore determine what cities can do to ensure that the negative impacts do not outweigh the positive aspects of these projects. If done successfully, these projects can result in successful, equitable, and inclusive economic development

In 1969 Sternfeld began working with a 35 mm camera and Kodachrome film, and First Pictures contains works from this time until 1980. Here Sternfeld develops traits that appear in his mature work: irony, a politicised view of America, concern for the social condition. But there are also pictures that bear little relation to his later work: colour arrangements that parallel those of Eggleston, as well as street photography which Sternfeld ceased making in 1976.
