Book excerpt: Having achieved robust economic growth and remarkable macroeconomic stability over the past 15 years, Paraguay has set a course to become not only more prosperous, but also more inclusive by 2030. To deliver on its development ambition, the country will have to overcome a number of crosscutting constraints that limit progress towards widely shared improvements in citizen well-being, as identified in Volume 1 of the review. Putting Paraguay on a more inclusive development path requires co-ordinated actions to increase the capacity of the state to redistribute, to improve the delivery of public services, and to break the persistence of poverty and inequality across generations. This report discusses policy actions and priorities in three critical areas to make Paraguay’s development more inclusive. It presents in-depth analysis and recommendations to improve the effectiveness of social protection, the delivery of health services, and the formation of skills for all Paraguayans.

Available in PDF, EPUB and Kindle. Book excerpt: "Microcredit is part of a global trend of financial inclusion that brings banking services, and especially small loans, to the world's poor. While credit for the poor has increasingly come under the rubric of commercial banking, Paraguayan solidarity lending offers a window into the tensions between social development and global finance. There, non-profit development programs offer group loans to women. These highly regulated loans are secured through mutual support and peer pressure--social collateral--rather than through physical collateral. To understand the broader issues of economic interdependency and its regulatory features, Social Collateral tracks collective debt across the commercial society and smuggling economies at the Paraguayan border. The story of social collateral cannot be told without an interwoven story about the feminization of solidarity lending. At its core is an economy of gender--from pink-collar financial work, to men's committees, to hard women smugglers. At stake are interdependencies that bind borrowers and lenders, financial technologies, and Paraguayan development in ways that structure both global inequality and opportunity"--Provided by publisher.

Available in PDF, EPUB and Kindle. Book excerpt: Hemmed in by the vast, arid Chaco to the west and, for most of its history, impenetrable jungles to the east, Paraguay has been defined largely by its isolation. Partly as a result, there has been a dearth of serious scholarship or journalism about the country. Going a long way toward redressing this lack of information and analysis, The Paraguay Reader is a lively compilation of testimonies, journalism, scholarship, political tracts, literature, and illustrations, including maps, photographs, paintings, drawings, and advertisements. Taken together, the anthology's many selections convey the country's extraordinarily rich history and cultural heritage, as well as the realities of its struggles against underdevelopment, foreign intervention, poverty, inequality, and authoritarianism. Most of the Reader is arranged chronologically. Weighted toward the twentieth century and early twenty-first, it nevertheless gives due attention to major events in Paraguay's history, such as the Triple Alliance War (1864–70) and the Chaco War (1932–35). The Reader's final section, focused on national identity and culture, addresses matters including ethnicity, language, and gender. Most of the selections are by Paraguayans, and many of the pieces appear in English for the first time. Helpful introductions by the editors precede each of the book's sections and all of the selected texts.

Available in PDF, EPUB and Kindle. Book excerpt: Until the 1960s, the Ayoreo people of Paraguay's Chaco region had remained uncontacted by the world. But as development encroached on their territory, the Ayoreo began to experience rapid cultural change. Paola Canova looks at one aspect of this change in Frontier Intimacies: the sexual practices of Ayoreo women, specifically the curajodie, or single women who exchange sex for money or material goods with non-Ayoreo men, often Mennonite settlers. Weaving personal anecdotes into her extensive research, Canova shows how the advancement of economic and missionary frontiers has reconfigured gender roles, sexual ethics, and notions of desire in the region. Ayoreo women, she shows, have reappropriated their sexual practices, approaching intimate liaisons on their own terms and seeing the involvement of money not as morally problematic but as constitutive of sexual encounters. By using their sexuality to construct an intimate frontier operating according to their own logics, Canova reveals, Ayoreo women expose the fractured workings of frontier capitalism in spaces of rapid transformation. Inviting broader examination of the ways in which contemporary frontier economies are constructed and experienced, Frontier Intimacies brings a captivating new perspective to the economic development of the Chaco region.

To achieve them, it will have to tackle two major challenges: buttressing sources of sustainable economic prosperity and putting the country on a more inclusive development path. Progressing towards a more inclusive society will require a broad and vigorous reform agenda. First, the country’s healthcare system requires systemic reform to widen its coverage, reduce Paraguayans’ vulnerability in the face of health risks and increase the efficiency of health service provision. Second, the social protection system needs to overcome its fragmentation and become more effective in delivering the right services and risk management tools to citizens according to their needs. In particular, the pension system requires reforms to increase its coverage and become more equitable and more sustainable.

Available in PDF, EPUB and Kindle. Book excerpt: The world economy is experiencing a very strong but uneven recovery, with many emerging market and developing economies facing obstacles to vaccination. The global outlook remains uncertain, with major risks around the path of the pandemic and the possibility of financial stress amid large debt loads. Policy makers face a difficult balancing act as they seek to nurture the recovery while safeguarding price stability and fiscal sustainability. A comprehensive set of policies will be required to promote a strong recovery that mitigates inequality and enhances environmental sustainability, ultimately putting economies on a path of green, resilient, and inclusive development. Prominent among the necessary policies are efforts to lower trade costs so that trade can once again become a robust engine of growth. This year marks the 30th anniversary of the Global Economic Prospects. The Global Economic Prospects is a World Bank Group Flagship Report that examines global economic developments and prospects, with a special focus on emerging market and developing economies, on a semiannual basis (in January and June). Each edition includes analytical pieces on topical policy challenges faced by these economies.

Book excerpt: This 2013 Article IV Consultation highlights that robust growth in Paraguay has been accompanied by declining inflation, particularly since 2011 when the central bank adopted inflation targeting. Despite the acceleration in growth in the 2000s, poverty and inequality in Paraguay remain among the highest in the region. Activity rebounded to an estimated 13 percent in 2013. The outlook for 2014 is positive. Growth should be strong at 4.8 percent, underpinned by continued dynamism in the agricultural sector and rising infrastructure investment. Annual inflation will likely increase to the central bank’s target rate of 5 percent.
