Book excerpt: England's relationship with the Baltic trading area has remained a generally neglected aspect of English commercial development in the seventeenth century. The spectacular colonial ventures have traditionally attracted more historical attention, although the Baltic trade in this period was more fundamental to the English economy: it supplied precisely those naval commodities, such as flax, hemp, timber, pitch and tar, which facilitated the creation of fleets for the colonial trades. Medieval English trade had been conditioned by a search for markets, and the predominantly agricultural economy of the Polish Commonwealth proved to be an ideal target for cloth exports. By the early seventeenth century, however, this traditional relationship was changing. The growing English fleets demanded steady supplies of naval stores which Poland was increasingly unable to supply, while the Polish economy, weakened by wars and entering a period of decline, could no longer afford the luxury of cloth imports from England.

The aim was to examine the economic reasons for the growth of British shipping before the arrival of modern technology, with a particular attention on overseas trade. The study can roughly be divided into two halves. The first is an in-depth exploration the roles within the shipping industry, from shipbuilders and shipowners to seamen and masters, from an economic perspective. The second is a chapter-by-chapter review of British overseas trade with Northern Europe, Southern Europe, the Mediterranean, East India, and America and the West Indies. The final two chapters diverge from the main sections, and focus on the interplay between government, war, and shipping. Davis attaches no extra significance to any particular nation or role, and offers an even-handed approach to maritime history still considered rare in the present day. Costs, profits, voyage estimates, ship-prices, and earnings all come under close and equal scrutiny as Davis seeks to understand the trades and developments in shipping during the period. This monograph argues the Restoration kings’, Charles II and James II, promotion of cartography for both strategy and trade. The Admiralty and civic institutions subsidised what became his own pilot. Collins aided Royal Society members in their investigations, and his new guide remained vital to navigators through the century following. Charles’s cartographic promotion bloomed the most spectacularly in the atlases of Ogilby, Collins and John Flamsteed for roads, harbours, and stars.

Condemned at the end of the 18th century as a "false" system of economic thinking and political practice, it has returned paradoxically to the forefront in regard to issues such as the creation of economic growth in developing countries. This concept is often used in order to depict economic thinking and economic policy in early modern Europe; its meaning and content has been highly debated for over two hundred years. Following on from his 1994 volume Mercantilism – The Shaping of an Economic Language, this new book from Lars Magnusson presents a more synthetic interpretation of Mercantilism not only as a theoretical system, but also as a system of political economy. This book incorporates samples of material from the 1994 publication alongside new material, ordered in a new set of chapters and up-date discussions on mercantilism up to the present day. Tracing the development of a particular political economy of Mercantilism in a period of nascent state making in Western and Continental Europe from the 16th to the 18th century, the book describes how European rulers regarded foreign trade and industrialisation as a means to achieve power and influence amidst international competition over trades and markets. Returning to debates concerning whether Mercantilism was a system of power or of wealth, Magnusson argues that it is in fact was both, and that contemporaries almost without exception saw these goals as interconnected.
