If, then, we have a clear and indisputable right to interfere authoritatively in the event of a financial collapse occurring, it is surely not too much to argue that our right to friendly remonstrance, to prevent such a collapse when it seems imminent, is equally indisputable; and with a normal deficit of something like in the annual Budget, is or is not a financial collapse im minent? If only a true history of diplomatic dealings, even in this century, could be written, what an ocean of crime, bloodshed, misery, devastation, and barbarism, would be laid bare; and yet diplomacy in every country but England is highly esteemed, and even some of our own countrymen appear disposed to condone qualities in a diplomatist, which in an ordinary man could not be excused, for example, the Times' own correspondent, telegraphing from Paris, 15 March last, 9.30 p.m. says: - "General Ignatieff has been good enough to inform me to-day that he starts to-morrow for London." He then describes General Ignatieff in the following words: - "It is necessary to have seen and heard this wonderful diplomatist to understand with what marvellous facility he dilates on the most varied themes. Let ten visitors see him, and to each of them he would describe a new policy, maintaining only some general points, which are for him like fixed flagstaff's, to which he attaches the capricious streamers of his varied narratives. I believe, too, that they would do this, if it were not against their rules and habits. And, after all, it doesn't harm you much either, for the careful reader can see that it wasn't written by the editorial staff... From personal knowledge we can state that many of Marx letters were used, and printed by the Tribune, as leaders, although Marx had originally written them as correspondence. Upon other occasions, he, of purpose, wrote articles which were intended to be leaders, and in these he naturally wrote in a somewhat different form from that used in his signed correspondence. In several cases where his correspondence has been turned into leaders, a few words of addition and interpolation have been written in by the American editors, to keep up journalistic appearances. (See, for example, pp. 188, 190, 222, and especially the end of p. 193.) Apparently also, on more than one occasion, ideas or actual passages from letters of Marx were used and written round by the American journalists. This has made the task of selection very difficult, and has certainly, in one case at least, led to the inclusion (see CI.) of an article, the major part of which could not have been written by Marx. Whilst there may be one or two authentic contributions of his that have been missed, we have designedly left out several of a purely technical military character.
