Project uncertainty caused by regulations and litigation are creating bottlenecks to energy delivery in some regions. The report also recommends regulations that enable new technology and will improve safety and environmental performance. The National Petroleum Council (NPC), a federally chartered and privately funded advisory committee, was established by the Secretary of the Interior in 1946 at the request of President Harry S Truman.
