Book excerpt: The Project on National Security Reform submitted its 2-year study of the national security system, Forging a New Shield, to the President, President-elect, and Congress on November 26, 2008. Before the Project finalized the report's recommendations, its Vision Working Group tested the findings against a diverse set of scenarios to determine if the recommendations were robust and effective. This volume documents the scenario-testing process used by the Vision Working Group and includes the actual pre-reform and post-reform scenarios and details many other scenario techniques used in the overall study. Results revealed that each of the five major findings improved the performance of the current national security system, but, on the whole, the findings concluded that the national security system was at risk of failure and needed serious reform. The work of the Vision Working Group has led to the formulation of an additional recommendation: The country must establish a mechanism to infuse greater foresight into the Executive Branch, and in particular the national security system. This proposed mechanism, named the Center for Strategic Analysis and Assessment, would exist and operate within the Executive Office of the President. This volume details the proposed architecture and operation of the Center.

In the post-Cold War world, terrorism, narcotics trafficking and related money laundering is perceived both as criminal matters and as threats to the nation's security. Priority continues to be placed on intelligence support to military operations and on involvement in efforts to combat transnational threats, especially international terrorism. Growing concerns about transnational threats are leading to increasingly close co-operation between intelligence and law enforcement agencies. This book presents new in-depth analyses of developments in the field.

Book excerpt: A comprehensive two-volume overview and analysis of all facets of espionage in the American historical experience, focusing on key individuals and technologies. In two volumes, Spies, Wiretaps, and Secret Operation: An Encyclopedia of American Espionage ranges across history to provide a comprehensive, thoroughly up-to-date introduction to spying in the United States—why it is done, who does it (both for and against the United States), how it is done, and what its ultimate impact has been. The encyclopedia includes hundreds of entries in chronologically organized sections that cover espionage by and within the United States from colonial times to the 21st century. Entries cover key individuals, technologies, and events in the history of American espionage. Volume two offers overviews of important agencies in the American intelligence community and intelligence organizations in other nations (both allies and adversaries), plus details of spy trade techniques, and a concluding section on the portrayal of espionage in literature and film. The result is a cornerstone resource that moves beyond the Cold War-centric focus of other works on the subject to offer an authoritative contemporary look at American espionage efforts past and present.

Book excerpt: On June 24, 2009, The Bush School of Government and Public Service and The Scowcroft Institute of International Affairs at Texas A & M University, and the U.S. Army War College, Strategic Studies Institute (SSI), conducted a conference on 'Leadership and Government Reform' in Washington, DC. Two panels discussed Leader Development in Schools of Public Affairs and Leadership, National Security, and 'Whole of Government' Reforms ... The panelists and authors reflected on the nature of external, internal, and transnational threats to U.S. security, and the need for changes in developing people, organizations, and institutions to more effectively, efficiently, and ethically improve the U.S. Government's capacity to address the need for change. The authors in this book share the belief of many in the international and public affairs community that the world is changing in fundamental ways, and our traditional models for understanding America's role do not appear to be working very well. A new era of reform is needed for this new age. In response, panelists in their detailed remarks and subsequent papers, offer suggestions to reform the United States' national security system to meet 21st century threats, while simultaneously developing the leaders who can implement a serious and broad-scale reform agenda.--

Book excerpt: Keeping U.S. Intelligence Effective: The Need for a Revolution in Intelligence Affairs explores whether the U.S. intelligence enterprise will be able to remain effective in today's security environment. Based on the demands currently being placed upon the intelligence community, the analysis concludes that the effectiveness of U.S. intelligence will decline unless it embarks upon an aggressive, transformational course of action to reform various aspects of its operations. In keeping with the emerging literature on this subject, the book asserts that a so-called Revolution in Intelligence Affairs is needed.

Available in PDF, EPUB and Kindle. Book excerpt: Introduction to Intelligence Studies (third edition) provides an overview of the US intelligence community, to include its history, organization, and function. Since the attacks of 9/11, the United States Intelligence Community (IC) has undergone an extensive overhaul. This textbook provides a comprehensive overview of intelligence and security issues, defining critical terms and reviewing the history of intelligence as practiced in the United States. Designed in a practical sequence, the book begins with the basics of intelligence, progresses through its history, describes best practices, and explores the way the intelligence community looks and operates today. The authors examine the "pillars" of the American intelligence system—collection, analysis, counterintelligence, and covert operations—and demonstrate how these work together to provide "decision advantage." The book offers equal treatment to the functions of the intelligence world—balancing coverage on intelligence collection, counterintelligence, information management, critical thinking, and decision-making. It also covers such vital issues as laws and ethics, writing and briefing for the intelligence community, and the emerging threats and challenges that intelligence professionals will face in the future. This revised and updated third edition addresses issues such as the growing influence of Russia and China, the recent history of the Trump and Biden administrations and the IC, and the growing importance of the cyber world in the intelligence enterprise. This book will be essential reading for students of intelligence studies, US national security, foreign policy and International Relations in general.

Available in PDF, EPUB and Kindle. Book excerpt: The Aspin-Brown Commission of 1995-1996, led by former U.S. Defense Secretaries Les Aspin and Harold Brown, was a landmark inquiry into the activities of America's secret agencies. The purpose of the commission was to help the Central Intelligence Agency and other organizations in the U.S. intelligence community adapt to the quite different world that had emerged after the end of the Cold War in 1991. In The Threat on the Horizon, eminent national security scholar Loch K. Johnson, who served as Aspin's assistant, offers a comprehensive insider's account of this inquiry. Based on a close sifting of government documents and media reports, interviews with participants, and, above all, his own eyewitness impressions, Johnson's thorough history offers a unique window onto why the terrorist attacks of 2001 caught the United States by surprise and why the intelligence community failed again in 2002 when it predicted that Iraq possessed weapons of mass destruction. It will be the first published account by an insider of a presidential commission on intelligence--a companion volume to Johnson's acclaimed study of the Church Committee investigation into intelligence in 1975 (A Season of Inquiry). This examination of the Aspin-Brown Commission is an invaluable source for anyone interested in the how the intelligence agencies of the world's most powerful nation struggled to confront new global threats that followed the collapse of the Soviet empire, and why Washington, D.C. was unprepared for the calamities that would soon arise.

Available in PDF, EPUB and Kindle. Book excerpt: This in-depth analysis shows how the high stakes contest surrounding open source information is forcing significant reform within the U.S. intelligence community, the homeland security sector, and among citizen activists. Since 9/11, U.S. intelligence organizations have grappled with the use of "open source" information derived from unclassified material, including international newspapers, television, radio, and websites. They have struggled as well with the idea of sharing information with international and domestic law enforcement partners. The apparent conflict between this openness and the secrecy inherent in intelligence provides an opportunity to reconsider what intelligence is, how it is used, and how citizens and their government interact in the interests of national security. That is the goal of No More Secrets: Open Source Information and the Reshaping of U.S. Intelligence. To write this thought-provoking book, the author drew on his own direct participation in the institutionalization of open source within the U.S. government from 2001 to 2005, seeking to explain how these developments influence the nature of intelligence and relate to the deliberative principles of a democratic society. By analyzing how open source policies and practices are developed, maintained, and transformed, this study enhances public understanding of both intelligence and national security affairs.

Available in PDF, EPUB and Kindle. Book excerpt: During the Cold War, U.S. intelligence was concerned primarily with states; non-state actors like terrorists were secondary. Now the priorities are reversed and the challenge is enormous. States had an address, and they were hierarchical and bureaucratic. They thus came with some 'story'. Terrorists do not. States were 'over there', but terrorists are there and here. They thus put pressure on intelligence at home, not just abroad. The strength of this book is that it underscores the extent of the change and ranges broadly across data collection and analysis, foreign and domestic, as well as presenting the issues of value that arise as new targets require collecting more information at home.
