Taking a biographical study on ethnic Germans from the former Soviet Union as a starting point, the author traces co-ethnic immigrant pathways in German society and analyzes the legal frameworks, institutions, and organizations encountered by these migrants. The author employs a critical discourse analysis approach to texts relating to a camp where newly arriving immigrants live and undergo registration. The article proposes a new way of researching discursive construction, using biographical interviews as a starting point for identifying “localities of discourse” which are important to the group in question. Such an approach allows us to find relevant sources of discourse in a way that is grounded in empirical material, and subsequently to account for which discourses are appropriated by members of certain social groups, such as co-ethnic migrants. The article thus builds a bridge between biographical sociology and critical discourse analysis, using the former as a point of departure for framing the selection of materials for implementing the latter. The article makes a methodological contribution by introducing the concept “locality of discourse” as a bridge between biographical sociology and critical discourse analysis. The author also makes an empirical contribution by examining a border transit camp in Germany as a “locality of discourse” and showing how the camp informs our understanding of the place of co-ethnic migrants in German society.

Book excerpt: In this sociolinguistic study, qualitative interviews were used in examining discursive identity construction among russlanddeutsche Aussiedler. The interview group was composed of russlanddeutsche university students attending the Universität Mannheim in Germany, differentiating it from much of the previous research. In my analysis, working from a social constructionist perspective, I primarily make use of Positioning Theory and Critical Discourse Analytic techniques to show how the interviewees 1) construct groups; 2) relate to language; and 3) position themselves in relation to existing discourses in contemporary German society, including instances of resistance to those discourses. Ethnically Germans, but living on Russian/Soviet/post-Soviet territory for generations, Aussiedler have special claims to German citizenship and began their return to Germany after suffering mass repression for decades under the Soviet regime. In the aftermath of WWII, their emigration to Germany was initially limited, but reached high levels in the late 1980s and throughout the 1990s, as travel restrictions were relaxed and the Iron Curtain fell. Expecting to find acceptance as Deutsche unter Deutschen [Germans among Germans], the opposite often occurs: they are frequently categorized as 'the Russians.' Indeed, one of the most frequent comments made by members of this group is: In Russland waren wir Deutsche, hier sind wir Russen [In Russia we were Germans, here we are Russians]. In many respects, they have a stigmatized identity in both countries, Russia and Germany, and for this reason represent a particularly interesting group for identity research. Recent publications, most notably Reitemeier (2006a), have made mention of this 'stigmatized identity' and also of the fact that many Russlanddeutsche possess hybrid identities. These two concepts, stigma and hybridity, are explored throughout the thesis. The work begins by outlining the migratory, legal, and linguistic history of Russlanddeutsche. This is followed by an explanation of theoretical and methodological approaches which used to study the data, including Positioning Theory, stigma theory, a variant of Conversation Analysis, and Critical Discourse Analysis. The bulk of the thesis is then spent on the analysis of the qualitative interview data using those theories and methodologies. I conclude by summarizing my findings and suggesting areas for further research. --

Book excerpt: Migration, asylum, and citizenship have become unavoidable topics in contemporary European politics. Klopp examines the issues of immigration, integration, and multiculturalism in Germany, Europe's premier immigration country, through the perspectives of both immigrants and local institutions (unions, employers, schools, neighborhoods, and city government). Klopp addresses the potential for immigration patterns and increasing heterogeneity to produce the conditions for social transformation, and specifically he shows how these factors are challenging and gradually transforming the boundaries of citizenship and the nation in Germany. Theoretically he argues against recent models of postnational and transnational membership that claim that the nationstate model of citizenship has been superseded by a new type of membership, one that guarantees individual rights via international human rights norms. Given the claims of these models, we should expect that long-term resident aliens will be satisfied with the partial citizenshp rights (civil and social) extended to them by liberal European welfare states, and that they will not identify with, or seek political rights from, their state of residence. On the contrary, Klopps suggests that national-state citizenship remains the essential form of formal social and political inclusion for the majority of immigrants. In the past Germany has represented an extreme case of ethnocultural exclusion, and it is therefore something of a natural laboratory in which to examine the reciprocal measures and mechanisms of political and social change currently underway in Europe. Lessons learned from qualitative empirical examination of immigration and integration processes in Germany could prove instructive when compared to similar processes of transformation underway in the other tranditonal nation-states of Western Europe and in the efforts to define a common European identity. Provocative reading for scholars, students, and other researchers as well as policy makers involved with migration issues, comparative politics and citizenship, and contemporary German studies.
