Book excerpt: Except for the history of colonialism, the European Union (EU) and the Association of Southeast Asian Nations (ASEAN) have similar roots and they share initial targets to foster economic growth and competitiveness. However, the EU and ASEAN have diverging economic integration paths. The ASEAN Way implies non-interference in the internal affairs of the member nations. ASEAN has deliberately avoided creating a strong supranational regional institution and it has also avoided a strong EU-type agency. ASEAN is a major economic bloc, but compared to ASEAN, the EU is a stronger and more successful regional organization. Following profound integration initiatives in Southeast Asian countries, this region has now become the most dynamic and fastest growing regions of the world, especially when compared to other Asian subregions such as South Asia. In Southeast Asia, intra-regional trade has increased to 25% in the 2010s from 18% of total trade in the early-1990s. Southeast Asia has also become an attractive destination for foreign direct investment, which stood at 20% of total investment today compared to 12% in the early-1990s. Compared to Southeast Asia, South Asia has an abysmal performance in intra-regional trade and bilateral trade is throttled between India and Pakistan. Therefore, there is a need to harness the potential of regional cooperation through promoting regional institutions by learning from the experiences of EU and ASEAN to address the challenges faced by South Asia.

Book excerpt: In 1995 the seven South Asian countries-Bangladesh, Bhutan, India, the Maldives, Nepal, Pakistan, and Sri Lanka-initiated a multilateral framework for regionwide integration under the South Asian Preferential Trade Agreement (SAPTA). In a recent initiative, members agreed that SAPTA would begin the transformation into a South Asian Free Trade Area (SAFTA) by the beginning of 2006, with full implementation completed between 2009 and 2013. The impetus toward regional preferential trading arrangements and greater regional economic integration raises many important issues, both for the South Asian region as a whole and for the individual countries. The author uses the natural trading partners hypothesis as the empirical criterion to assess the potential success of a South Asian trading bloc. Using various definitions of the natural trading partner hypothesis-based on trade volume, geographic proximity, and the complementarity approaches-the author demonstrates that the South Asian countries can be characterized only moderately as natural trading partners. This characterization is, however, largely a consequence of previous impediments to trade among regional members. The author further demonstrates through additional statistical measures-including revealed comparative advantage indices, trade concentration, and trade competition profiles-that the trade structures that have evolved among the South Asian Countries may not facilitate a rapid increase in intra-regional trade. But there is evidence that previous unilateral trade liberalization efforts in the South Asian countries have already had a positive impact in boosting both intra- and extra-regional trade. Continuing the process of unilateral liberalization, in parallel with regional integration, would aid the South Asian countries to continue to diversify their still narrow export bases and potentially evolve new comparative advantages and complementarities that could facilitate the successful implementation of SAFTA.

The growth triggered by reforms to increasing global and regional integration has been remarkable. Therefore, this paper aims to examine whether regional integration promotes economic growth in Southeast Asia. This paper further investigates whether the economic and social factors affect economic growth. The data were collected over the period 1970-2013. We employ a cross-country growth model using a generalized method of moments to empirically examine the impact of regional integration on economic growth. Our results found that regional integration had a significant effect on economic growth in Southeast Asia. More specifically, our empirical results suggest that, in order to enhance regional integration and economic growth in the region, the public institutions should work towards eliminating corruption and stabilizing macroeconomics and political stability while promoting international trade among member countries. This paper sheds light on the key determinants of economic growth and policy formulations to achieve higher economic growth in Southeast Asia.

Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.
