Book excerpt: Significant public investment and increased access to higher education lead to economic development - governments across the political and ideological spectrum believe this and have designed and implemented policy based on this understanding. The Development of Postsecondary Education Systems in Canada examines how these policies affect the structure and performance of postsecondary education. This comprehensive study compares the evolution and outcomes of higher education policy in British Columbia, Ontario, and Quebec over the past three decades. The authors begin with an understanding that in order to explain the role of postsecondary education in society, they must locate systemic change. Drawing on documentary analysis and interviews, the focus is on how policy priorities are reflected in "system" behaviours: performance, funding arrangements, design, and structural components. Current theories about the liberal-democratic state, academic capitalism, and marketization inform discussions of the changing role of higher education in a globalized knowledge society. The book presents policy and education as a multidimensional exchange between the postsecondary community, policy makers, and the behaviour and performance of educational systems and concludes that higher education is a key actor in the restructuring of the state. The Development of Postsecondary Education Systems in Canada shows how higher education policy has been driven by a changing political and economic imperative and examines the contradictions and unintended consequences of education policy. Available in PDF, EPUB and Kindle. Book excerpt: Most Canadian parents have had to assume a larger share of the financial costs of their children's post-secondary education because of declining government funding and changing loans and bursary programs. Preparing for Post-Secondary Education considers the impact of increased private support and the planning strategies parents use based on information from a 1999 Statistics Canada national survey of 34,000 households. The contributors begin by examining changes to national and international educational funding policies and the relationship between public and private costs. They focus on the role of families in marshaling the necessary resources, demonstrating that access to post-secondary education is also determined by social capital. The authors conclude that new partnerships between parents, the state, and schools are redefining the various players' roles and commitments to the educational futures of Canadian children. Contributors include the late Stephen Bell (York University), Scott Davies (McMaster University), Ross Finnie (Queen's University), George Frempong (York University), Dianne Looker (Acadia University), Nancy Mandell (York University), Sheila Marshall (University of British Columbia), Hans Schuetze (University of British Columbia), Victor Thiessen (Dalhousie University), Jim White (University of British Columbia), and Jamie Wood (University of British Columbia).

Book excerpt: Measuring the Value of a Postsecondary Education is an insightful collection of essays that respond to current and pressing questions in the field of higher education: What do we mean by "quality" of education? What do courses and programs promise to deliver, and do they succeed? What do we know about improving learning outcomes, and is reform possible? Comprised of papers presented at a conference of experts convened by the Higher Education Quality Council of Ontario in 2011, the book begins by evaluating pioneering initiatives in Europe, and follows this with reports on efforts to measure and evaluate learning outcomes. Drawing on over two decades of work by international agencies, governments, and foundations in identifying and evaluating learning outcomes in higher education, Measuring the Value of a Postsecondary Education encourages educational institutions to draw on this evidence in revising course and program offerings. Bringing together international leaders and innovators in the field, this book is an important analysis of progress in enhancing learning quality and directions for future reform. Contributors include Jeana Abromeit (Alverno College), Roger Benjamin (Council for Aid to Education), Ken Dryden (Canadian politician), Michael Gallagher (Group of Eight), Virginia Hatchette (Postsecondary Education Quality Assessment Board), Jillian Kinzie (Indiana University), Diane Lalancette (Organisation for Economic Co-operation and Development), Holiday Hart McKiernan (Lumina Foundation), Robert Wagenaar (University of Groningen), and Lorne A. Book excerpt: Who has access to higher education today? At what financial and personal cost? Based on what conditions and criteria? How do students describe and interpret their experiences? And how can institutions facilitate and constrain successful participation and completion? These research studies extend current understandings of what it is to be a student in higher education by embracing the dynamic relationship between students as agents and institutions as living structures which impact on their lives. Focusing on the diverse experiences of today's non-traditional and traditional students, researchers explore how and why institutional rhetoric of inclusion, engagement, gender, and access may or may not be reflected in the reality of students' experiences. Student Affairs moves from theory to application by suggesting realistic strategies for addressing the challenges surrounding the interrelation of students and institutions. Each essay analyzes issues of access and participation in programs ranging from community college development studies to graduate studies. As a whole, this collection is a testament to how much institutional change has occurred in the social organization of postsecondary education, and how much more change is required to meet the challenge of equitable access and inclusion.

Book excerpt: In The Handbook of Canadian Higher Education Law, experts examine key legal issues in postsecondary education. Establishing the current governance arrangements for Canadian postsecondary education within a historical context, the editors provide a detailed look at the legislative framework of postsecondary education and the role of the federal and provincial governments in organizing, regulating, and funding these institutions. Individual chapters analyze and expound on legal issues associated with institutional governance and management, identifying laws that define the rights and freedoms of faculty and students, and the obligations of the institutions towards them. Contributors engage with a wide range of issues associated with community activities - such as research ventures, knowledge mobilization, commercial activities, partnerships with industry, and land development projects that are hosted by postsecondary institutions. Presenting a wide range of documentary analysis and study of case law, legislation, regulation, and policy, this essential contribution to public policy determines current and emerging legal issues facing the academy.

The seminar, entitled "The Costs of Post-Secondary Education in a Technological Society," was held at Cap-Rouge, near Quebec City, 25-27 June 1971. The seminar reviewed the response of developed nations to the important and difficult challenges confronting post-secondary education in this technological age. It brought together heads of post-secondary institutions and educational advisory bodies, financial and educational government officials, educational researchers, and businessmen. Approximately fifty per cent of the participants were from Canada with the remainder from Australia, Belgium, France, Great Britain, Norway, United States, West Germany, and from the Organisation for Economic Co-operation and Development.

Available in PDF, EPUB and Kindle. Book excerpt: The historical literature about postsecondary education in British Columbia, as in many jurisdictions, is fragmented, paying unequal attention to public colleges and universities, vocational colleges, apprenticeship, continuing education, and private institutions. Robert Cowin synthesizes these pieces, providing a comprehensive overview of the emergence and evolution of the provincial postsecondary system. He then defines three distinct theoretical lenses – social justice, human capital formation, and marketization – and applies each in turn to an analysis of five significant transitions. This dynamic systems approach, in which Cowin examines interactions across sectors, allows him to delineate the cumulative and complementary ways in which sectors have affected one another. Postsecondary Education in British Columbia provides a thoughtful critical analysis of the role of social justice, human capital, and the market in the development of the institutional arrangements – the distribution of institutions by size, mission, type, and location – and policies that have shaped contemporary education in the province.
