Book excerpt: Excerpt from The Development of Parliament During the Nineteenth Century The object of the following pages is twofold. First, to recount, as briefly and clearly as may be, the process of the 'democratisation' of Parliament; secondly, to put what appears to me to be one of the most important questions to which that process has given rise - the question of the competence of a democratic House of Commons to direct to a satisfactory issue the socialistic tendencies of the future. It would have been easy for me to expand my materials into a larger book, to insert in the text much that I have relegated to notes, and to add much which I have omitted altogether. Book excerpt: Excerpt from The Evolution of Parliament A student who is mainly versed in the history Of the sixteenth century must, however, if he trespasses on the middle ages, be ready to face prosecution with all the rigour of medieval lore; and this volume cannot escape criticism of its lack of technical knowledge in many details. My excuse for the trespass is that, being engaged on a study of the Tudor constitution, I could not understand it without seeking answers to preliminary problems which had not been solved; and historical curiosity combined with an academic interest in politics to expand an introduction to the constitutional history of the Tudor period into an essay on the place of parliament in the past, the present, and the future of the English state. The last two chapters at least of this volume are not history; but I doubt the logic and the expedience of the contention that it 13 only the business of those who have not studied the past to discuss the present or the future. Book excerpt: Excerpt from Parliament: Its History, Constitution and Practice The word parliament originally meant a In its Latin form it is applied by monastic statutes of the thirteenth century to the talk held by monks in their Cloisters after dinner, talk which the statutes condemn as unedifying. A little later on the term was used to describe solemn conferences such as that held in 1245 between Louis IX of France and Pope Innocent IV. When our Henry III summoned a council or conference of great men to discuss grievances he was said by a contemporary chronicler to hold a parlia ment. The word struck root in England, and was soon applied regularly to the national assemblies which were summoned from time to time by Henry's great successor, Edward I, and which took something like definite shape in what was afterwards called the model parliament of 1295. The word, as we have seen, signified at first the talk itself, the conference held, not the persons holding it. Book excerpt: Excerpt from The Age We Live In, Vol. 3: A History of the Nineteenth Century, From the Peace of 1815 to the Present Time AT the close of the protracted Continental war in 1815, when the European ports were opened to our commerce, a Corn Law was hurried through Parliament, prohibit ing the importation of foreign grain until the price of wheat had risen to eighty shil lings a quarter. In 1822 this law was so far modified that importation was permitted when the price of wheat was seventy shil lings a quarter. Five years later, Canning, who was then Prime Minister, introduced a new Corn Bill on the principle of a sliding scale, making the duty rise as the price of grain fell in the home market. For every rise of a shilling in the home price the duty was to go down two shillings; for every fall of a shilling in the home price the duty was to go up two shillings. When the Bill reached the House of Lords an amendment was introduced into it by the Duke of Wellington, which caused the Ministry to withdraw the measure. After the death of Canning, and the downfall of the short lived administration of Lord Goderich, the Duke came into office and introduced a vol. III.
