Although this vision was eclipsed for a time by the rise of air travel and trucking, railroads have enjoyed a rebirth in recent years as profitable freight carriers. A fascinating account of the rise, decline, and rebirth of railroads in the United States, John F. Stover's American Railroads traces their history from the first lines that helped eastern seaports capture western markets to today's newly revitalized industry. Stover describes the growth of the railroads' monopoly, with the consequent need for state and federal regulations; relates the vital part played by the railroads during the Civil War and the two World Wars; and charts the railroads' decline due to the advent of air travel and trucking during the 1950s. In two new chapters, Stover recounts the remarkable recovery of the railroads, along with other pivotal events of the industry's recent history. During the 1960s declining passenger traffic and excessive federal regulation led to the federally-financed creation of Amtrak to revive passenger service and Conrail to provide freight service on bankrupt northeastern railroads. The real savior for the railroads, though, proved to be the Staggers Rail Act of 1980, which brought prosperity to rail freight carriers by substantially deregulating the industry. By 1995, renewed railroad freight traffic had reached nearly twice its former peak in 1944. Book excerpt: In the fall of 1865, two Union officers stationed in East Tennessee during the Civil War - Hiram Chamberlain and John Wilder -- decided to stay in the South to pursue business careers. They recognized potential in the "untapped" resources they had seen during military operations in this part of the state. Within the space of four years, Chamberlain and Wilder had recruited business partners, built an operating iron furnace in the Upper Tennessee River Valley (the Roane Iron Company), and established a company town at Rockwood, Tennessee. Twenty years later, in some parts of Appalachia, new planned towns were being established by land companies that wanted to develop model industrial real estate ventures. It is rare for an academic book to dominate its field half a century later as Woodward’s Origins does southern history. Although its explanations are not accepted by all, the volume remains the starting point for every work examining the South in the era between Reconstruction and World War I. In writing Origins, Woodward deliberately set out to subvert much of the historical orthodoxy he had been taught during the 1930s, and he expected to be lambasted. But the revisionist movement was already afoot among white southern historians by 1951 and the book was hailed. Woodward’s work had an enormous interpretative impact on the historical academy and encapsulated the new trend of historiography of the American South, an approach that guided both black and white scholars through the civil rights movement and beyond. In the decades preceding the Civil War, the South struggled against widespread negative characterizations of its economy and society as it worked to match the North’s infrastructure and level of development. Recognizing the need for regional reform, James Dunwoody Brownson (J. D. B.) De Bow began to publish a monthly journal?De Bow’s Review?to guide Southerners toward a stronger, more diversified future. His periodical soon became a primary reference for planters and entrepreneurs in the Old South, promoting urban development and industrialization and advocating investment in schools, libraries, and other cultural resources. Later, however, De Bow began to use his journal to manipulate his readers’ political views. Mancini chronicles one of the harshest, most exploitative labor systems in American history. Devastated by war, bewildered by peace, and unprepared to confront the problems of prison management, Southern states sought to alleviate the need for cheap labor, a perceived rise in criminal behavior, and the bankruptcy of their state treasuries. Mancini describes the policy of leasing prisoners to individuals and corporations as one that, in addition to reducing prison populations and generating revenues, offered a means of racial subordination and labor discipline. He identifies commonalities that, despite the seemingly uneven enforcement of convict leasing across state lines, bound the South together for more than half a century in reliance on an institution of almost unrelieved brutality. He describes the prisoners' daily existence, profiles the individuals who leased convicts, and reveals both the inhumanity of the leasing laws and the centrality of race relations in the establishment and perpetuation of convict leasing. In considering the longevity of the practice, Mancini takes issue with the widespread notion that convict leasing was an aberration in a generally progressive history of criminal justice. In explaining its dramatic demise, Mancini contends that moral opposition was a distinctly minor force in the abolition of the practice and that only a combination of rising lease prices and years of economic decline forced an end to convict leasing in the South.
