Book excerpt: A remarkable development in the sociology of work in recent years has been the explosion of brilliant cross-national and cross-cultural studies in Europe examining the conditions of labor against the background of different economic systems, and differences within each of the major free market, mixed welfare, and planned economic systems that dot the European landscape. In Vienna and Budapest in particular, a group of intellectual workers have gotten together for what can only be described as breakthrough studies in the conditions and purposes of work in post-industrial society. The question of new forms of work organization focuses on job satisfaction, participatory democracy in the work place, levels of productivity, and issues of health and safety in the occupational environment. That these elements are important have long been known. But what this collection of studies emphasizes is the specific mix that produced specific outcomes. It does not shy away from dangerous and tough questions: worker control and control of workers, political participation in contexts of authoritarian regimes, and personal rewards in contexts that once frowned upon private acquisition of capital. The volume is rich in empirical studies and draws the theoretical implications that can and already have had vast policy consequences for workers in the modern " context. Issues relating to job rotation, enrichment, enlargement and autonomy, and others related to new forms of organization starting with the shop floor and extending throughout the management of the enterprise as a whole are dealt with candidly. The social character of labor, long frowned upon as a mechanism for evading bread-and-butter issues, is now recognized, East and West, as a dimension of concern that is growing precisely as the size and character of the labor sector is diminishing. This is must reading for those interested in new forms of social and policy synthesis, and ways of meliorating competing claims of different sectors in modern societies.

Book excerpt: Platform work – the matching of the supply of and demand for paid labour through an online platform – often depends on workers who operate in a “grey area” between the archetype of an employee and a self-employed worker. This important book explores the utility of the International Labour Organization’s existing standards in governing this phenomenon. It indicates that despite their relevance, many standards have little or no impact. The standards apply to the issue but they fail to connect with it. The author shows how three ILO conventions – the Home Work Convention, 1996 (No. 177), the Private Employment Agencies Convention, 1997 (No. 181), and the Domestic Workers Convention, 2011 (No. 189) – can be revitalised to have an impact on the platform work debate. In the course of the analysis he responds in depth to such questions as the following: What are digital labour platforms? What does decent work mean? Did the ILO centenary fundamentally change anything? What is the link between private employment services and platform work? How do crowdworkers relate to homeworkers and teleworkers? Are platform workers engaged in domestic work? What form could a future ILO standard on platform work take? Given that the ILO plans to start discussions on a potential future standard for platform work in 2022, this book will prove very useful in highlighting the issues and standards that such discussions should consider. Research has shown that the techniques and tools of the platform economy have spread far beyond gig work, resulting in widespread “gigification” and restructuring of workplace behaviours and relationships, jobs, and communities across the world. Book excerpt: Employment is clearly one of those fields of political activity that reveal the manifold problems and difficulties accompanying the process of European integration and supranational institutionalization. In particular the conflict between supranationalists and intergovernmentalists and the degree to which member states show willingness to cooperate with each other become manifest. The Union is struggling for new employment policies that should, on the one hand, be compatible with the European model of the welfare state, and, on the other, adopt to new economic constraints. These debates are accompanied by many conflicts between different interest groups and lobbies. This study succeeded in looking behind closed doors within the EU organizational system. Committee meetings were tape-recorded and analysed, drafts of policy papers were examined for recontextualizations and the impact of interest groups and different economic and ideological concepts on policy-making made explicit. A comparison of decision-making processes in the European Parliament and in small networks of the Commission illustrates the different argumentation patterns and discursive practices that are involved in the formation of new employment policies. The ethnographic research is accompanied by a systemic linguistic and sociological analysis of various institutional genres and political spaces.

How were the governments of Margaret Thatcher and her successors able to tame the unions? In analyzing how an entirely new industrial relations system was constructed after 1979, Howell offers a revisionist history of British trade unionism in the twentieth century. Most scholars regard Britain's industrial relations institutions as the product of a largely laissez faire system of labor relations, punctuated by occasional government interference. Howell, on the other hand, argues that the British state was the prime architect of three distinct systems of industrial relations established in the course of the twentieth century. The book contends that governments used a combination of administrative and judicial action, legislation, and a narrative of crisis to construct new forms of labor relations. Understanding the demise of the unions requires a reinterpretation of how these earlier systems were constructed, and the role of the British government in that process. Meticulously researched, Trade Unions and the State not only sheds new light on one of Thatcher's most significant achievements but also tells us a great deal about the role of the state in industrial relations.
