The social norms measures are disaggregated into thematic clusters, empirical and normative expectations, and interpersonal expectations within the household. The measurements satisfy reasonable tests for internal consistency, external validity, and test-retest reliability. The survey shows that the great majority of men and women favor women's labor force participation, although support falls under specific scenarios. Most non-working women would like a job. Among married women, the strongest correlates of working are the woman's expectations of her husband's views and the husband's personal beliefs. Among unmarried women, empirical expectations of the number of women working correlate strongest with labor force participation. The study findings indicate that information campaigns highlighting hidden support for women working could be effective, although distinct messages for men, married women, and unmarried women may be useful.

Book excerpt: Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

This book addresses two related questions: What has prompted the feminization of manufacturing work in developing countries, and why has it failed to significantly erode gender inequalities at work? Teri L. Caraway offers case studies and in-depth analysis of employment changes in Indonesia combined with cross-national data to show that the feminization of the workplace produced by industrialization policies has reconfigured and reproduced, rather than overturned, gender divisions of labor at work. Caraway challenges the conventional wisdom that export-oriented industrialization and women's cheap labor are the driving forces behind feminization. Instead, she argues, the answers can be found in weak unions and current social practice. Caraway employs information about a wide range of industries--capital-intensive, male-dominated, non-export firms as well as female-dominated, labor-intensive, export-oriented industries--in arriving at her conclusions. Book excerpt: We investigate the micro-level determinants of labor force participation of urban married women in eight low- and middle-income economies: Bolivia, Brazil, India, Indonesia, Jordan, South Africa, Tanzania, and Vietnam. In order to understand what drives changes and differences in participation rates since the early 2000s, we build a unified empirical framework that allows for comparative analyses across time and space. We find that the coefficients of women's characteristics differ substantially across countries, and this explains most of the between-country differences in participation rates. In particular, the relationship between a woman's education and her participation in the labor force varies from being positive and linear (Brazil and South Africa) to being U- or J-shaped (India, Jordan, and Indonesia), or a mixture of both (Bolivia, Vietnam, and Tanzania). Overall, the economic, social, and institutional constraints that shape women's labor force participation remain largely country-specific. Nonetheless, rising education levels and declining fertility consistently increased participation rates, while rising household incomes contributed negatively in relatively poorer countries, suggesting that a substantial share of women work out of economic necessity.
