Book excerpt: In Managing Inequality, Karen R. Miller examines the formulation, uses, and growing political importance of northern racial liberalism in Detroit between the two World Wars. In the wake of the Civil War, many white northern leaders supported race-neutral laws and anti-discrimination statutes. These positions helped amplify the distinctions they drew between their political economic system, which they saw as forward-thinking in its promotion of free market capitalism, and the now vanquished southern system, which had been built on slavery. But this interest in legal race neutrality should not be mistaken for an effort to integrate northern African Americans into the state or society on an equal footing with whites. During the Great Migration, which brought tens of thousands of African Americans into Northern cities after World War I, white northern leaders faced new challenges from both white and African American activists and were pushed to manage race relations in a more formalized and proactive manner. The result was northern racial liberalism: the idea that all Americans, regardless of race, should be politically equal, but that the state cannot and indeed should not enforce racial equality by interfering with existing social or economic relations. Miller argues that racial inequality was built into the liberal state at its inception, rather than produced by antagonists of liberalism. Managing Inequality shows that our current racial system—where race neutral language coincides with extreme racial inequalities that appear natural rather than political—has a history that is deeply embedded in contemporary governmental systems and political economies.

Book excerpt: "The Nation has lost sight of its public health goals and has allowed the system of public health to fall into 'disarray'," from The Future of Public Health. This startling book contains proposals for ensuring that public health service programs are efficient and effective enough to deal not only with the topics of today, but also with those of tomorrow. In addition, the authors make recommendations for core functions in public health assessment, policy development, and service assurances, and identify the level of government--federal, state, and local--at which these functions would best be handled.

Available in PDF, EPUB and Kindle. Book excerpt: Welfare has been central to a number of significant political debates in modern America: What role should the government play in alleviating poverty? What does a government owe its citizens, and who is entitled to help? How have race and gender shaped economic opportunities and outcomes? How should Americans respond to increasing rates of single parenthood? How have poor women sought to shape their own lives and influence government policies? With a comprehensive introduction and a well-chosen collection of primary documents, Welfare in the United States chronicles the major turning points in the seventy-year history of Aid to Families with Dependent Children (AFDC). Illuminating policy debates, shifting demographics, institutional change, and the impact of social movements, this book serves as an essential guide to the history of the nation's most controversial welfare program.

The problem has elicited a variety of societal and public policy responses over the years, concomitant with fluctuations in the economy and changes in the demographics of and attitudes toward poor and disenfranchised citizens. In recent decades, federal agencies, nonprofit organizations, and the philanthropic community have worked hard to develop and implement programs to solve the challenges of homelessness, and progress has been made. However, much more remains to be done. Importantly, the results of various efforts, and especially the efforts to reduce homelessness among veterans in recent years, have shown that the problem of homelessness can be successfully addressed. Although a number of programs have been developed to meet the needs of persons experiencing homelessness, this report focuses on one particular type of intervention: permanent supportive housing (PSH). Permanent Supportive Housing focuses on the impact of PSH on health care outcomes and its cost-effectiveness. The report also addresses policy and program barriers that affect the ability to bring the PSH and other housing models to scale to address housing and health care needs.

Book excerpt: Katz shows how these changes are propelling America toward a future of increased inequality and decreased security as individuals compete for success in an open market with ever fewer protections against misfortune, power, and greed. And he shows how these trends are transforming citizenship from a right of birth into a privilege available only to the fully employed."--Jacket.
