Senior academic affairs officers, senior student affairs officers, senior academic and student affairs officers, and senior finance and administrative officers are considered potential community college presidents to fill the position as they are often one administrative position away from the president. Community college scholars and organizations recommended the utilization of transformational leadership by individuals in the community college presidency position. The purpose of this correlational descriptive study was to understand who are potential community college presidents, to what degree they utilized transformational leadership practices, and to determine whether potential community college presidents' utilization of transformational leadership practices differed based upon personal and professional experiences. Potential community college presidents (N=656) completed a demographic questionnaire and the Leadership Practices Inventory-SELF (Kouzes & Posner, 2013) to understand their educational, personal, and professional backgrounds; and their utilization of transformational leadership practices. Potential community college presidents' demographics and their utilization of transformational leadership practices are reported. Descriptive statistics, one-way analysis of variance tests, and independent sample t tests were employed are presented to answer the research questions. There were statistically significant differences in the mean scores on the LPI-SELF based upon level of interest in a community college presidency, institutional location, current position, highest degree earned, and participation in leadership development programs. Conclusions and recommendations include continued exploration of potential community college presidents' preparation and utilization of transformational leadership practices.

The purpose of this study is to examine the impact of presidential leadership style according to gender on the quality of community colleges. The proposed path is modeled as follows: gender-> presidential leadership style-> the quality of community colleges. Methodology. The study uses the survey methodology to analyze data collected from 82 faculty members in 10 California community colleges. Presidential leadership effectiveness, specifically transformational leadership, is measured using the Multifactor Leadership Questionnaire (Bass & Avolio, 2000). Transformational leadership includes idealized influence, inspiration motivation, intellectual stimulation, and individual consideration (Bass, 1998). The quality of community colleges includes input quality and outcome quality. Input quality includes faculty quality and equipment quality. Faculty quality is measured using the percentage of full-time faculty and the student-faculty ratio. Equipment quality is measured using computer-student ratio and library books-student ratio. Outcome quality is measured using student transfer rates and graduation rates. Findings. The results of the study show that a difference between male presidents and female presidents in transformational leadership was not found. However, transformational leadership was associated with the quality of community colleges. There was a significant relationship between transformational leadership and the quality of community colleges, including total quality and input quality. However, there was not a significant relationship between transformational leadership and outcome quality. At the college level, there was no significant relationship between gender of presidents and the quality of community colleges, including total quality, input quality, and outcome quality. Considering the perceptions of individual faculty members, there was a difference in favor of male presidents on total quality and outcome quality. Conclusions. The results indicate that the transformational leadership model can lead to the improvement of quality in community colleges for both male and female presidents.

Doti, the president emeritus of Chapman University, Orange County, California. The theory that guided this study was the transformational leadership theory by James McGregor Burns and Bernard M. Bass. The central question for the study was, “How did Dr. Doti lead the transformation of Chapman University between 1991–2016?” This study investigated the president’s demonstration of the four components of transformational leadership as identified by Bass: Idealized Influence, Inspirational Motivation, Intellectual Stimulation, and Individual Consideration. The setting was at Chapman University, Orange County, California. The participants included Dr. Doti, board members, senior administrative staff, administrative staff, faculty, and the community of donors, who were part of the transformation of Chapman University during Dr. Doti’s 25-year tenure. Data collection was via interviews, document analysis, and observation of archival videos. Open coding of verbatim transcriptions and triangulation of all sources of data were used to develop themes. Three themes were generated from the data analysis: (a) Dr. Doti’s Compelling Vision, (b) Dr. Doti’s Personal Charisma, and (c) Dr. Doti’s Financial Acumen. Dr. Doti personified transformational leadership. He became the president of Chapman College at a critical time in its history. Dr. Doti cast a new compelling vision for the school which he articulated through a series of five, five-year strategic plans. Aided by his winsome personality, active fundraising, and wise financial management, Dr. Doti led the transformation of Chapman from a sleepy liberal arts college in southern California to a mid-sized university of national stature.

Book excerpt: Purpose of Study: The purpose of the study was primarily concerned with exploring the major issues that are confronting presidents of higher education and if transformational or transactional leadership practices and concepts are warranted in addressing their issues. Procedure: A Delphi technique was used with a broad-based panel of 52 experts who were college or university presidents in the United States. The expert panel provided input to 41 distinct indicators that included a list of concerns, issues, management practices and concepts, and effective leadership qualities. These indicators were force rated through three rounds to determine levels of agreement and consensus determined from medians and interquartile ranges for each indicator. Findings: Final ratings resulted in 25 (61%) of the indicators receiving a median rating of 6 or less, indicating that the panelists agreed or strongly agreed the indicator was applicable, and 23 indicators (56%) reached a level of statistical consensus with an IQR of 2 or less. Conclusions: The researcher reached 10 conclusions from the analyzing the findings. They were 1) the distinction between transactional and transformation leadership practices and concepts in higher education may not be as clear as traditionally believed; 2) university presidents recognize the critical need for a vision and purpose with values; 3) university presidents recognize that establishing an environment of excellence inspires trust; 4) university presidents' major challenge in introducing change is the traditional and historical structures of culture; 5) both transactional and transformational leadership practices will have to be applied to ensure change due to the reluctance of tenured faculty and staff to consider changes due to personal impact; 6) the situation and environment of reduction in state and/or government funding will require critical application of transactional and transformational leadership practices and concepts; 7) president must have the individual quality of commitment; 8) a university president's competency in knowledge, leadership skills, and technical expertise is necessary; and 9) the attribute of authenticity must reside within the university president's acumen.

The studies in Productivity in Higher Education use rich and novel administrative data, modern econometric methods, and careful institutional analysis to explore productivity issues. The authors examine the returns to undergraduate education, differences in costs by major, the productivity of for-profit schools, the productivity of various types of faculty and of outcomes, the effects of online education on the higher education market, and the ways in which the productivity of different institutions responds to market forces. The analyses recognize five key challenges to assessing productivity in higher education: the potential for multiple student outcomes in terms of skills, earnings, invention, and employment; the fact that colleges and universities are “multiproduct” firms that conduct varied activities across many domains; the fact that students select which school to attend based in part on their aptitude; the difficulty of attributing outcomes to individual institutions when students attend more than one; and the possibility that some of the benefits of higher education may arise from the system as a whole rather than from a single institution. The community college, with its great number, openness to nontraditional students, and key role in workforce development, is poised to become a more prominent contributor to America's success in the new economy. However, new technologies, reduced budgets, and higher levels of accountability are adding to the challenges facing community colleges. These new challenges have brought about the need for a different kind of educational leader, one who can manage the needs of a diverse group of stakeholders, empower others to accept responsibility, and get results without being autocratic. Such leaders are known as transformational leaders. In contrast, transactional leaders focus on the efficient running of the system within the context of existing organizational constraints. Transformational leaders are compared with transactional leaders in this investigation. The purpose of this study is to determine the relationship between transformational leadership factors, transactional leadership factors, and measures of community college performance. Forty-six North American community colleges participated in the study. Both quantitative and qualitative methods were used for this investigation. Information on the leadership behaviors of college presidents was collected using the Multifactor Leadership Questionnaire. Information on college effectiveness was collected using the Institutional Performance Survey. Both leadership and effectiveness data were based on faculty perceptions at the respective colleges. The relationship between presidential leadership and college effectiveness was evaluated using multiple regression analysis. A subset of presidents in the study was interviewed to achieve a better understanding of the social complexities associated with community college leadership. Transformational leadership was shown to be a better predictor of organizational effectiveness than transactional leadership for this sample. Based on the interviews, transformational presidents rely more on strong personal convictions, open communication, and trust to establish and articulate their vision than do their transactional counterparts. Leadership behaviors of the president predict only a portion of the overall performance of a college. Many other factors contribute to college performance, including the culture of the college and the conditions under which a leader assumes the presidency.
