This volume covers the first period, focusing on the political history of the UNITA movement and its struggles with the MPLA. The Angolan civil war was the product of personal jealousies, contrasting ideologies, and ethnic animosities. From its inception, the conflict between UNITA and Angola's Marxist government was an international affair involving the U. S., the USSR, China, and many African states: W. Martin James III, who wrote his book near the close of the first period of civil war, contends that despite Gorbachev's "new thinking" and talk of peaceful solutions to regional conflicts, Soviet policy toward Angola marked a reversion to the Brezhnev Doctrine. The biggest MPLA-Cuban offenses occurred during Gorbachev's tenure with Soviet advisers at the brigade level directing an MPLA offensive. American policy toward Angola is also examined here. This is the first book to emphasize the dynamic role of UNITA in the Angolan liberation movement. James acknowledges that the importance of foreign powers in guaranteeing a government of national reconciliation. Book excerpt: Rebels and Robbers is about the political economy of violence in post-colonial Angola. This book provides the first comprehensive attempt at analyzing how the military and non-military dynamics of more than four decades of conflict created the structural violence that stubbornly defines Angolan society even in the absence of war. The book clearly demonstrates that the end of the civil war has not ushered in positive peace. The focus on structural violence enables the author to explore the continuities since colonial times, especially in the ways race, class, ethnicity, and power have been used by governing elites as mechanisms to oppress the powerless. Thus, although corruption as structural violence manifesting itself so ubiquitously in Angola today may have been taken to new levels after independence, its origin is unmistakably colonial. Similarly, the zero-sum character of political interactions that defined colonial Angola is yet to be fully exorcized. But there are also important discontinuities. The unabashed propensity to capture public resources for personal aggrandizement is purely post-colonial. So is the tendency toward personal, unaccountable rule. Given its rich endowments, the end of the civil war provides Angola with an opportunity to finally realize its developmental potential. This will depend on whether the wealth resulting from the exploration of natural resources is directed toward creating the conditions for the citizens " realization of their aspirations for the good life thus ensuring sustainable peace. Book excerpt: When a large group of rebels invaded Angola from a recently independent Congo in 1961, it heralded the opening shots in another African war of independence. Between 1961 and 1974, Portugal faced the extremely ambitious task of conducting three simultaneous counterinsurgency campaigns to preserve its hegemony of Angola, Portuguese Guinea and Mozambique. While other European states were falling over themselves in granting independence to their African possessions, Portugal chose to stay and fight despite the odds against success. That it did so successfully for thirteen years in a distant multi-fronted war remains a remarkable achievement, particularly for a nation of such modest resources. For example, in Angola the Portuguese had a tiny air force of possibly a dozen transport planes, a squadron or two of F-86s and perhaps twenty helicopters: and that in a remote African country twice the size of Texas. Portugal proved that such a war can be won. In Angola victory was complete. However, the political leadership proved weak and irresolute, and this encouraged communist elements within the military to stage a coup in April 1974 and lead a capitulation to the insurgent movements, squandering the hard-won military and social gains and abandoning Portugal's African citizens to generations of civil war and destitution.

Book excerpt: In the global context of the Cold War, the relationship between liberation movements and Eastern European states obviously changed and transformed. Similarly, forms of (material) aid and (ideological) encouragement underwent changes over time. The articles assembled in this volume argue that the traditional Cold War geography of bi-polar competition with the United States is not sufficient to fully grasp these transformations. The question of which side of the ideological divide was more successful (or lucky) in impacting actors and societies in the global south is still relevant, yet the Cold War perspective falls short in unfolding the complex geographies of connections and the multipolarity of actions and transactions that exists until today. Acknowledging the complexities of liberation movements in globalization processes, the papers thus argue that activities need to be understood in their local context, including personal agendas and internal conflicts, rather than relying primarily on the traditional frame of Cold War competition. They point to the agency of individual activists in both "Africa" and "Eastern Europe" and the lessons, practices and languages that were derived from their often contradictory encounters. In Southern African Liberation Movements, authors from South Africa, Portugal, Austria and Germany ask: What role did actors in both Southern Africa and Eastern Europe play?
