Book excerpt: To improve parent and citizen involvement in school closing decisions, this guidebook discusses the methods and requirements for effective participation. Chapter one covers the background of school closings and declining enrollment, including national demographic and lifestyle changes and their effects on schools and other institutions. Chapter two lists eight components of successful citizen involvement programs, including appropriate definition of the problem, establishment of priorities, widespread information-sharing and debate, and a cooperative, problem-solving spirit. Different methods of getting involved and various courses of action are described in chapter three, while chapter four notes eight topics, such as enrollment and finances, about which involved citizens will need credible information. The fifth chapter suggests 13 strategies to consider in handling enrollment decline and school closure. Among the suggestions are boundary shifts, curriculum changes, staff sharing, and school space sharing. Chapter six offers ways to ease the transition after a school closes. The summary chapter emphasizes eight key points, including the need for adequate time to involve the community and for school reuse plans. School staff, students and their families, and even the local community all bear a substantial burden once the decision is made to close a school. Since 2001, Chicago Public Schools (cps) has closed 44 schools for reasons of poor academic performance or underutilization. Despite the attention that school closings have received in the past few years, very little is known about how displaced students fare after their schools are closed. This report examines the impact that closing schools had on the students who attended these schools. The authors focus on regular elementary schools that were closed between 2001 and 2006 for underutilization or low performance and ask whether students who were forced to leave these schools and enroll elsewhere experienced any positive or negative effects from this type of school move. They look at a number of student outcomes, including reading and math achievement, special education referrals, retentions, summer school attendance, mobility, and high school performance. They also examine characteristics of the receiving schools and ask whether differences in these schools had any impact on the learning experiences of students who transferred into them. The authors report six major findings: (1) Most students who transferred out of closing schools reenrolled in schools that were academically weak; (2) The largest negative impact of school closings on students' reading and math achievement occurred in the year before the schools were closed; (3) Once students left schools slated for closing, on average the additional effects on their learning were neither negative nor positive; (4) Although the school closing policy had only a small overall effect on student test scores, it did affect summer school enrollment and subsequent school mobility; (5) When displaced students reached high school, their on-track rates to graduate were no different than the rates of students who attended schools similar to those that closed; and (6) The learning outcomes of displaced students depended on the characteristics of receiving schools. Overall, they found few effects, either positive or negative, of school closings on the achievement of displaced students. Book excerpt: According to an American Association of School Administrators survey, 6 percent of school districts closed or consolidated schools during the 2008-2009 school year, double the rate of the previous year. Another 11 percent are considering school closings or consolidations in 2010-2011. In the 1980's, declining enrollments were the main reason for closing schools. Today, along with the enrollment trends and economic forces, the issue of school choice is a significant factor in some sections of the nation creating the need to close schools. Parents today have a greater array of options with charter school, voucher, and open enrollment programs. The impact of these programs is especially evident in the Detroit, Milwaukee, and Minnesota closures. In Detroit, over 40,000 students attend schools outside the public schools. Charter schools and open enrollment were cited as reasons for closing schools in Minnesota districts. The Milwaukee Public Schools (MPS), however, provide the best example of the impact of these programs, as described in this report. Closing a school is one of the most difficult and emotionally charged experiences for school district personnel and school communities. Because the school is seen as an important asset in a neighborhood, the closing of that asset is seen as a devaluation of the community. In many cases, rancor persists well after the closing, and many times the residents leave the district because they feel that the district has abandoned them. Closing a school is not a single process. It consists of four distinct processes--described in this paper: (1) Decision to close; (2) Closing the building; (3) Maintaining the building; and (4) Disposition of the building. An example of a checklist from Milwaukee Public Schools and a sample log sheet for maintenance, testing and inspection log--hot water heating boilers are appended. (Contains 1 figure.).
