Some challenges, such as figuring out how to write effective legislation to combat the dangers of synthetic drugs, are old. But some challenges, such as understanding the role that synthetic drugs play in our post-9/11 Homeland Security agenda, are new. Ultimately, this thesis seeks to address four issues. First, it asks: what is Spice? By using open-source data it aims to provide an overview of one of the newest synthetic drugs on the market. Secondly, it examines how Spice relates to a larger problem of synthetic drugs by examining the history of synthetic drug use in the United States, the science behind the creation of Spice, and how that history and science relate to current drug trends. It then addresses how both Spice and synthetic drugs play into Homeland Security issues and domestic public health concerns. Lastly, it provides an overview of the legal response to Spice. It concludes that Spice represents a problem that is both old and new, and that creates a myriad of problems for the communities and governments that are attempting to address it. Creative, flexible, and multi-layered solutions such as promoting public awareness about the dangers of Spice and diverting more resources to our scientific understanding of synthetic drugs will be the keys to responding effectively to this challenge.

We have developed programs and initiatives to combat these drugs—to prevent use, treat the addicted, and disrupt production and the marketplace for drugs. Initial efforts to confront synthetic drugs are already showing results.
