Book excerpt: "The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. The 2012 edition of the Code was prepared and published under the supervision of Ralph V. Seep, Law Revision Counsel. Grateful acknowledgment is made of the contributions by all who helped in this work, particularly the staffs of the Office of the Law Revision Counsel and the Government Printing Office"--Preface.

The coverage: includes commercial and consumer debt transactions; spans the full range of both new and traditional means of judicial and private enforcement; explores modern arrangements for structuring debt and security; focuses consistently on the core issues of defining who is liable for the debt and who has what rights in what property; and probes how debtor-creditor law applies and adapts, by public or private law, to modern transactional forms and circumstances and also to contemporary attitudes about the proper balance of debtors' and creditors' interests. Available in PDF, EPUB and Kindle. Book excerpt: In 2005, more than two million Americans—six out of every 1,000 people—filed for bankruptcy. Though personal bankruptcy rates have since stabilized, bankruptcy remains an important tool for the relief of financially distressed households. In Bankrupt in America, Mary and Brad Hansen offer a vital perspective on the history of bankruptcy in America, beginning with the first lasting federal bankruptcy law enacted in 1898. Interweaving careful legal history and rigorous economic analysis, Bankrupt in America is the first work to trace how bankruptcy was transformed from an intermittently used constitutional provision, to an indispensable tool for business, to a central element of the social safety net for ordinary Americans. To do this, the authors track federal bankruptcy law, as well as related state and federal laws, examining the interaction between changes in the laws and changes in how people in each state used the bankruptcy law. In this thorough investigation, Hansen and Hansen reach novel conclusions about the causes and consequences of bankruptcy, adding nuance to the discussion of the relationship between bankruptcy rates and economic performance.

Available in PDF, EPUB and Kindle. Book excerpt: Americans now depend more heavily upon credit than any other society on Earth, or any other time in history. Borrowing has become a way of life for millions of families, and it is hard to imagine a time when charge accounts did not exist. Nonetheless, it would be a mistake to assume that, because a wallet filled with plastic instead of cash is a relatively new phenomenon, Americans have not been borrowers and lenders since the colonization of the New World. Author Peter J. Coleman proves otherwise. In one Form or another -- notes of hand, book credit, commercial paper, mortgages, land contracts -- settlers borrowed to pay their passage from Europe, to buy and clear land, to build and operate mills, to purchase slaves, and to gamble and drink. Debtors' prison awaited those who could not pay their debts, and a pauper's grave received the unfortunate who lacked the private means to feed and clothe himself in prison. While the debtors' prisons described in this book no longer exist, the author maintains that our credit-oriented society has yet to devise cheap, efficient, equitable, and humane methods of enforcing contracts for debt.

Available in PDF, EPUB and Kindle. Book excerpt: The poems in this collection touch on the State of Israel, Gun Violence, TV shows, the U.S., and the trees and the rain. But every poem has one common intent: envisioning a better world. "Rabbi Menachem Creditor's poems read as if he sat at his desk, slit open his heart and poured his feelings onto the page. Nothing is held back, worded "properly" or edited into blandness. For which we should say a special blessing because he is a person with huge emotions, compassion for the world and for the people around him, an amazing ability to take us with him into nature, world conflict, personal pain and the ravages of gun violence. He takes us with him, he lets us experience what he is experiencing, and in his own way he reminds us to breathe more deeply, to let our feelings out, to become fuller people." Ruth Messinger, Global Ambassador, American Jewish World Service "Rabbi Creditor is a poet of the soul whose prayer/poems will break your heart open, shining a light that runs from the core of the world through the depths of our pain to the heights of our joy." Rabbi Dr. Bradley Shavit Artson Dean, Ziegler School of Rabbinic Studies
