Book excerpt: In late 2015, the People's Liberation Army (PLA) initiated reforms that have brought dramatic changes to its structure, model of warfighting, and organizational culture, including the creation of a Strategic Support Force (SSF) that centralizes most PLA space, cyber, electronic, and psychological warfare capabilities. The reforms come at an inflection point as the PLA seeks to pivot from land-based territorial defense to extended power projection to protect Chinese interests in the "strategic frontiers" of space, cyberspace, and the far seas. Understanding the new strategic roles of the SSF is essential to understanding how the PLA plans to fight and win informationized wars and how it will conduct information operations.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Book excerpt: Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.

Book excerpt: "This volume brings together an international group of distinguished scholars to provide a fresh assessment of China's strategic military capabilities, doctrines, and perceptions in light of rapidly advancing technologies, an expanding and modernizing nuclear arsenal, and increased great-power competition with the United States. China's strategic weapons are its expanding nuclear arsenal and emerging conventional weapons systems such as hypersonic missiles and anti-satellite missiles. China's strategic arsenal is important because of how it affects the dynamics of US-China relations and the relationship between China and its neighbors. Without a doubt China's strategic arsenal is growing in size and sophistication, but this book also examines key uncertainties. Will China's new capabilities and confidence lead it to be more assertive or take more risks? Will China's nuclear traditions (i.e., no first use) change as the strategic balance improves? Will China's approach to military competition in the domains of cyberspace and outer space be guided by a notion of strategic stability or not? Will there be a strategic arms race with the United States? The goal of this book is to update our understanding of these issues and to make predictions about how these dynamics may play out"--

Book excerpt: The Chinese People's Liberation Army (PLA) continues to develop rapidly across all aspects- hardware, technology, personnel, organization, etc. The PLA's aerospace forces are, in many ways, leading that change. These include the PLA Air Force (PLAAF), PLA Rocket Force (PLARF), Naval Aviation, and space and cyber assets affiliated with the PLA Strategic Support Force (PLASSF).This inaugural volume from the China Aerospace Studies Institute (CASI), seeks to provide a brief primer on the trends affecting these forces and provide basic information about their composition and role today. This publication outlines the roles and missions of China's aerospace forces, the PLA Air Force and its five branches, the PLA Rocket Force, and the PLAStrategic Support Force. It also identifies trends in PLA aerospace training and operational proficiency for these forces, and discusses the near-term outlook. There is a plethora of information, which evolves on an almost constant basis, available to leaders and policymakers on the hardware and technical aspects of these forces. As such, that is not the focus of this publication. Rather, this work is intended to serve as foundational work, capturing a snapshot of capabilities, and an outline of organizations, while identifying trends underway at the time ofits writing, late 2016 to summer 2017.

Book excerpt: China’s emergence as a global economic superpower, and as a major regional military power in Asia and the Pacific, has had a major impact on its relations with the United States and its neighbors. China was the driving factor in the new strategy the United States announced in 2012 that called for a “rebalance” of U.S. forces to the Asia-Pacific region. At the same time, China’s actions on its borders, in the East China Sea, and in the South China Sea have shown that it is steadily expanding its geopolitical role in the Pacific and having a steadily increasing impact on the strategy and military developments in other Asian powers.

Book excerpt: Roughly once every generation, a powerful, highly influential organization within the Chinese People's Liberation Army releases a new edition of the Science of Military Strategy (SMS), a comprehensive and authoritative study which details the strategic approach that the Chinese military will take in the coming years in response to the threats and challenges facing China. The recent release of a new edition of SMS signals the potential for dramatic shifts in the PLA's approach to a number of strategic questions, but the book remains underutilized by many Western China analysts due to the lack of both an English translation and expert analysis to place these changes into context. China's Evolving Military Strategy aims to bring knowledge of these important developments to a mass audience of China watchers, policymakers, and the broader foreign policy community by providing a sector-by-sector analysis of changes in the PLA's thinking and approach from the previous edition of SMS to the present. Each chapter addresses the implications for a different portion of the Chinese military, ranging from the air, sea, and space domains to cyberspace and electromagnetic warfare, and each is written by one of the world's foremost experts on that subsection of China's military development. China's Evolving Military Strategy will serve as the cornerstone reference for a generation to come on one of China's most important declarations of its military-strategic goals and intentions.

Book excerpt: Integral to Xi Jinping's vision of restoring China to greatness--what he defines as the "great rejuvenation of the Chinese nation" [zhonghua minzu weida fuxing, 中华民族伟大复兴]--is building a more modern, capable, and disciplined military. China's economic development, territorial integrity, and even the survival of the Chinese Communist Party (CCP) itself cannot be guaranteed without an army that can fight and prevail in modern warfare. Articulating the need for a stronger military, Xi and his colleagues have reflected on periods of Chinese weakness, such as the era of imperial decline in the late 19th century and the Japanese occupation in the 1930s and 1940s. In Xi's words, a "nation's backwardness in military affairs has a profound influence on a nation's security. I often peruse the annals of modern Chinese history and feel heartbroken at the tragic scenes of us being beaten because of our ineptitude." Such humiliations, in his view, should never be repeated.Xi's ambition to reshape and modernize the People's Liberation Army (PLA) has been apparent from his early days as CCP general secretary and Central Military Commission (CMC) chairman. At the third plenum of the 18th Party Congress, held in October 2013, Xi and other Party elites declared their intention to overhaul the military's command structure, update its training and logistics systems, adjust the size and composition of the services, unveil new rules and regulations governing military personnel, and strengthen civil-military cooperation in technological development and other areas.2 In early 2014, Xi assumed leadership of a leading group on military reform, symbolizing his central role in the process. At the group's first meeting, Xi declared that "national defense and military reform are an important part and an important symbol of China's overall reform," noting that the overriding goal was to produce a military that can "fight and win battles."

Book excerpt: "This volume examines the progress made by the Chinese military (the People's Liberation Army, PLA) as it strives to meet its commander-in-chief's directive to transform itself into a more capable fighting force. The book tracks the reforms undertaken by the PLA in meeting its commander-in-chief's grand objectives set at the 2015 Central Military Commission Reform Work Meeting: for China's armed forces to transform themselves into a more professional and modern military. Focusing on those changes since late 2016 at corps level and below, the first and second sections of the volume document the subsequent force structure and operational changes to the PLA's four conventional services, and two newly established PLA branches: the Strategic Support Force and Joint Logistic Support Force. To that end, the contributors examine the reforms promulgated by the Chinese high command and measure them against observable developments in the PLA's power-projection capabilities. In view of how the instrumentalization of military power is writ large in Beijing's strategic calculus and in regional hotspot issues, the final part of the book also provides pathbreaking insights into two critical but not so well-understood phenomena: the now regular PLA aerial activities in the Taiwan Strait and the PLA Navy's submarine operations in the South China Sea. This book will be of much interest to students of East Asian security, Chinese politics, and military and strategic studies in general"--

Book excerpt: Conventional wisdom portrays the Peoples Republic of China (PRC) Peoples Liberation Army (PLA) as a backward continental force that will not pose a military challenge to its neighbors or to the United States well into the 21st century. PLA writings that demonstrate interest in exploiting the revolution in military affairs (RMA) are dismissed by a large segment of the PLA-watching community as wistful fantasies.Major Mark A. Stokes, assistant air attaché in Beijing from 1992-1995, offers an alternative perspective. In this study, funded by the United States Air Force Institute for National Security Studies, he outlines emerging PLA operational concepts and a range of research and development projects that appear to have been heavily influenced by U.S. and Russian writings on the RMA. Fulfillment of the PLAs vision for the 21st century could have significant repercussions for U.S. interests in the Asia-Pacific region.Major Stokes ventures into facets of PLA modernization that are often ignored. Backed by extensive documentation, he argues that the revolutionary modernization of the PRCs telecommunications infrastructure, a robust space-, air-, and ground-based sensor network, and prioritization of electronic attack systems could enable the PLA to gain information dominance in future armed conflicts around its periphery. Information dominance would be further boosted by Chinas traditional emphasis on information denial and deception. In discussing the most likely scenario for PLA military action, Major Stokes postulates that information dominancesupported by a new generation of increasingly accurate and lethal theater missilescould give the PLA a decisive edge in a future conflict in the Taiwan Strait. Highly accurate conventional theater missiles would play an especially critical role in rapid establishment of air superiority by suppressing airbases and neutralizing air defenses. Furthermore, the author argues that the PLA is striving to develop the capacity to complicate U.S. intervention in a Taiwan crisis. In his appendices, the author provides an initial glimpse into PLA military space and directed energy weapons development. With extensive foreign technical assistance, China is investing in largely dual-use space-based systems that could provide the PLA with a valued-added boost to its overall military capabilities. In addition, Chinas development of new concept directed energy weaponsincluding high powered microwave and high powered lasersmay become a reality in the not-too-distant future.Stokes argues that, while the PLA faces obstacles in fulfilling its modernization objectives, underestimating Chinas ability to make revolutionary breakthroughs in key areas could have significant ramifications for U.S. national security interests.LARRY M. WORTZELColonel, U.S. ArmyDirector, Strategic Studies Institute
