Book excerpt: Many organizations across the United States were severely impacted by the COVID-19 pandemic, including institutions of higher education. Campus leaders needed to make decisions about closing campuses, increasing financial constraints, shifts in research, and changing class modalities. Past research shows that one preferred method for making decisions during an organizational crisis is using teams of decision-makers, although there has been little research focused on the composition of these teams. Others advocate for the inclusion of various stakeholders in the decision-making structure; however, it is not known how often stakeholders, including faculty, below-director-level staff, and students, are included in decision-making. This dissertation asks three questions: (1) What stakeholders are included on crisis decision-making teams at organizations of higher education during the COVID-19 pandemic? (2) What institutional factors influence stakeholder participation in crisis decision-making teams at organizations of higher education during the COVID-19 pandemic? (3) How were stakeholder voices included in decision-making teams during the COVID-19 decision-making process? The first phase, answering the first two research questions, utilizes a content analysis and survey of 150 US higher education institutions to investigate the inclusion of stakeholders in COVID-19 decision-making teams. Institutional data from the Carnegie Classification of Institutions of Higher Education was used to compare differences based on institution types and sizes. The results show about half of the decision-making teams included stakeholders. Faculty are the most likely to be included and students are the least likely. There is no statistically significant association between any institutional characteristic and stakeholder inclusion. Larger decision-making teams are more likely to include stakeholders than smaller teams. The second phase, answering the third research question, utilizes 20 semi-structured interviews of decision-making team members. Results show faculty are most likely to be included and considered in the decision-making process. While students are less likely to be included, there are ways for their perspectives to be included in decision-making. Staff member perspectives were the least included in decision-making. These findings are the first examination of stakeholder inclusion in higher education crisis decision-making and show that inclusion is limited, despite previous research showing the benefits. They serve as a foundation for future research and offer considerations for practitioners.

Moreover, this paper sheds light about the impact of an unprecedented COVID-19 on higher education services. Practical implications: During the first wave of COVID-19, the delivery of higher educational services migrated from traditional and blended learning approaches to fully virtual and remote course delivery. In the second wave, policy makers imposed a number of preventative measures, including social distancing and hygienic practices, among others, on HEIs. Originality / value: This timely contribution has synthesized the findings on service quality and performance management in the higher education context. Furthermore, it investigated the effect of COVID-19 on higher education services. It implies that HEI leaders ought to embrace online teaching models and virtual systems, as they are here to stay in a post-COVID-19 era. In higher education, approximately 220 million students globally have been affected due to the disruption caused by COVID-19, leaving policymakers and educational institutions with unprecedented challenges such as how to mitigate learning losses, how to deploy remote learning, how to safely reopen educational institutions and how to ensure that underrepresented, vulnerable and disadvantaged learners are not left behind. The COVID-19 pandemic has already had an unprecedented impact on higher education worldwide in virtually all aspects of its functioning. In the academic year 2019/2020, the pandemic transformed the way teaching took place, accelerating transformation that was already taking place in the form of online learning and teaching. The pandemic has also had direct impact on how research is carried out, on university operations (in terms of campus closures and the shift to online learning) and on university governance, with management staff needing to take a range of emergency decisions and allow additional flexibility in many areas of activity. The pandemic has also highlighted the importance of universities' community engagement. This analytical report provides a synthesis of the emerging evidence on what impact COVID-19 has had on higher education in Europe, with a special focus on three thematic areas: teaching and learning; the social dimension of higher education (i.e. the effect on underrepresented, vulnerable and disadvantaged learners); and student mobility. Drawing upon 14 rapid-response surveys carried out in 2020 by university networks, student organisations and researchers, as well as over 50 journal articles, reports and publications, the analytical report synthesises emerging evidence into three levels of impact of COVID-19: - immediate impact (how the pandemic affected institutions and learners in the 2019/2020 academic year) - short-term impact (how the pandemic is affecting or is likely to affect the current 2020/2021 academic year) - medium-term impact (how the effects of the pandemic are likely to affect higher education systems, institutions and students by 2025). At the end of each thematic section, policy implications and policy recommendations are included, listing actions to be taken at the level of higher education systems (by transnational, national or regional authorities) and actions to be taken at the level of higher education institutions (by university leaders, teaching staff and student support services).

The impact of this crisis has been enormous, and the situation has yet to be resolved. Higher educational institutions (HEIs) have also had to undergo tremendous transformation, in particular, changing a conventional educational, teaching, and learning system to a digital and online mode and cancelling or postponing important events such as graduation and entrance ceremonies and entrance examinations. In addition, a number of HEIs have been facing financial constraints due to reduced enrolment, particularly from overseas. Students have missed opportunities to meet their family and friends, causing profound psychosocial impact and stress for all concerned. Simultaneously, however, the situation has given HEIs a good opportunity to consider their disaster preparedness, response, and recovery capacity on campus. Some surveys have highlighted a lack of preparedness for pandemic and other hazardous risks beyond natural hazards. Safety issues are a top priority at HEIs because they bring together a number of students, faculty, and staff. This book covers the experiences and lessons learned from HEIs in preparedness, response, and recovery during the COVID-19 pandemic to prepare for such calamities beyond natural disasters in the future. The book consists of 15 chapters divided into three major sections. They highlight the importance of HEIs’ governance issues in disaster risk management, examine the challenges that HEIs have faced during the pandemic and the implementation of new teaching and learning methodologies, and provide innovative responses and preparedness by HEIs based on science and technology, respectively.
