Book excerpt: This volume embodies a problem-driven and theoretically informed approach to bridging frontier research in urban economics and urban/regional planning. The authors focus on the interface between these two subdisciplines that have historically had an uneasy relationship. Although economists were among the early contributors to the literature on urban planning, many economists have been dismissive of a discipline whose leading scholars frequently favor regulations over market institutions, equity over efficiency, and normative prescriptions over positive analysis. Planners, meanwhile, even as they draw upon economic principles, often view the work of economists as abstract, not sensitive to institutional contexts, and communicated in a formal language spoken by few with decision making authority. Not surprisingly, papers in the leading economic journals rarely cite clearly pertinent papers in planning journals, and vice versa. Despite the historical divergence in perspectives and methods, urban economics and urban planning share an intense interest in many topic areas: the nature of cities, the prosperity of urban economies, the efficient provision of urban services, efficient systems of transportation, and the proper allocation of land between urban and environmental uses. In bridging this gap, the book highlights the best scholarship in planning and economics that address the most pressing urban problems of our day and stimulates further dialog between scholars in urban planning and urban economics.

Available in PDF, EPUB and Kindle. Book excerpt: As external forces increase the demand for land conversion, communities are increasingly open to policies that encourage conservation of farm and forest lands. This interest in conservation notwithstanding, the consequences of land-use policy and the drivers of land conversions are often unclear. One of the first books to deal exclusively with the economics of rural-urban sprawl, Economics and Contemporary Land-Use Policy explores the causes and consequences of rapidly accelerating land conversions in urban-fringe areas, as well as implications for effective policy responses. This book emphasizes the critical role of both spatial and economic-ecological interactions in contemporary land use, and the importance of a practical, policy-oriented perspective. Chapters illustrate an interaction of conceptual, theoretical, and empirical approaches to land-use policy and highlight advances in policy-oriented economics associated with the conservation and development of urban-fringe land. Issues addressed include (1) the appropriate role of economics in land-use policy, (2) forecasting and management of land conversion, (3) interactions among land use, property values, and local taxes, and (4) relationships among rural amenities, rural character, and urban-fringe land-use policy. Economics and Contemporary Land-Use Policy is a timely and relevant contribution to the land-use policy debate and will prove an essential reference for policymakers at the local, state, and federal levels. It will also be of interest to students, academics, and anyone with an interest in the practical application of economics to land-use issues.

Book excerpt: Today the challenges facing our nation's metropolitan regions are enormous: demographic change, aging infrastructure, climate change mitigation and adaptation, urban sprawl, spatial segregation, gentrification, education, housing affordability, regional equity, and more. Unfortunately, local governments do not have the capacity to respond to the interlocking set of problems facing metropolitan regions, and future challenges such as population growth and climate change will not make it easier. But will we ever have a more effective and sustainable approach to developing the metropolitan region? The answer may depend on our ability to develop a means to govern a metropolitan region that promotes population density, regional public transit systems, and the equitable development of city and suburbs within a system of land use and planning that is by and large a local one. If we want to plan for sustainable regions we need to understand and strengthen existing metropolitan planning arrangements. Christina D. Rosan observes that policy-makers and scholars have long agreed that we need metropolitan governance, but they have debated the best approach. She argues that we need to have a more nuanced understanding of both metropolitan development and local land use planning. She interviews over ninety local and regional policy-makers in Portland, Denver, and Boston, and compares the uses of collaboration and authority in their varying metropolitan planning processes. At one end of the spectrum is Portland's approach, which leverages its authority and mandates local land use; at the other end is Boston's, which offers capacity building and financial incentives in the hopes of garnering voluntary cooperation. Rosan contends that most regions lie somewhere in between and only by understanding our current hybrid system of local land use planning and metropolitan governance will we be able to think critically about what political arrangements and tools are necessary to support the development of environmentally, economically, and socially sustainable metropolitan regions.

Available in PDF, EPUB and Kindle. Book excerpt: Despite roughly thirty years of experience with growth management programs, which are basically land-use planning tools, most U.S. communities do not plan for how best to limit or manage rapid growth; in fact, most communities do not plan at all. In the absence of planning, land-use boards, regulators, and other governing bodies simply react to initiatives from the private sector. The result is predictably haphazard and does not allow communities to achieve such goals as protecting quality of life, attracting certain types of businesses while discouraging others, conserving wildlife or preserving open spaces, and so forth. In contrast, planning by managing growth can help a town or city achieve any number of goals. But it is a complex task. This book brings the benefit of state and local experiences with growth management to researchers, students, and particularly practitioners who seek guidance in these matters. Kelly provides a much-needed context from which any community can answer the following questions: Does growth management work? Is it appropriate for the community and the particular problems that it is trying to address? Is one type of growth management program more appropriate than another for our community? Will the program in question have undesirable (or desirable) side effects? What are the likely effects of adopting no growth management program at all? This work is invaluable for the citizen volunteers who sit on land-use boards, including planning and zoning commissions, conservation commissions, and inland wetlands agencies. In addition, it can aid mayors, city managers, and city councils in interviewing and selecting candidates for town planner.

Book excerpt: Governments and civil society in Latin America and the Caribbean should be well informed about the potential costs and benefits of combating climate change, their policy options over the next decades, and the global context for these policy decisions. At the same time, the global community needs to be better informed about the unique perspective of the Latin American and Caribbean region: problems the region will face, its potential contributions toward combating global warming, and how to maximize this potential while continuing to maintain growth and reduce poverty. This book, a companion volume to Low Carbon, High Growth: Latin American Responses to Climate Change, seeks to help fill both these needs.
