Book excerpt: In this book Martin Bunzl considers the prospects for a general and comprehensive account of explanation, given the variety of interests that prompt explanations in science. Bunzl argues that any successful account of explanation must deal with two very different contexts - one static and one dynamic. Traditionally, theories of explanation have been built for the former of these two contexts. That is to say, they are designed to show how it is that a 'finished' body of scientific knowledge can be put to explanatory use. But finished sciences are few and far between. Real 'explanation' also occurs in a dynamical context in which questions are asked and answers are given as theories are in the process of being constructed. Here, Bunzl argues that attending to explanation produced under these dynamic circumstances undermines prominent features of the theory of explanation produced in the traditional static context.

More recently, artificial intelligence research has developed promising theories of how explanation facilitates learning and generalization. By using explanations to guide learning, explanation-based methods allow reliable learning of new concepts in complex situations, often from observing a single example. The author of this volume, however, argues that explanation-based learning research has neglected key issues in explanation construction and evaluation. By examining the issues in the context of a story understanding system that explains novel events in news stories, the author shows that the standard assumptions do not apply to complex real-world domains. An alternative theory is presented, one that demonstrates that context -- involving both explainer beliefs and goals -- is crucial in deciding an explanation's goodness and that a theory of the possible contexts can be used to determine which explanations are appropriate. This important view is demonstrated with examples of the performance of ACCEPTER, a computer system for story understanding, anomaly detection, and explanation evaluation.

For instance, the pharmaceutical giant Merck manipulated clinical trial data in order to make sure that data confirmed the safety of one of its products, Vioxx, in order to serve the company’s short-term commercial interests. This case is obviously unacceptable. But why exactly is it unacceptable? One way to account for this judgment is on the basis of the ideal of purity. According to this ideal, scientific decision-making should be pure— that is, unaffected by financial interests, political interests, career interests, and so on. Although this ideal is questionable, many people (including philosophers of science) still hold on to it. In Interests and Epistemic Integrity in Science: A New Framework to Assess Interest Influences in Scientific Research Processes, Jan De Winter first argues that it is better to fully abandon the ideal of purity, then proposes an alternative ideal to assess interest influences in science: the ideal of epistemic integrity. He spells out and systematically defends a new concept of epistemic integrity, using it not only to analyze the Vioxx debacle, but also to identify unacceptable interest influences in aerospace science, climate science, and biology, and to explain exactly why these interest influences are unacceptable. These analyses make a compelling case for the new concept of epistemic integrity which will be interesting and useful for philosophers of science, scientists, engineers, science policymakers, and anyone else concerned about the integrity of science.
