Apparently the condition of affair* in that region is hotter than in that of most of the coitces-iiouniiirc Companies, but I notice that, whereas in one place Mr. Michel! states that the Company claims all tho ivory, rubber, minerals, and other riches in its territory, he further on says that M. Ic .Manuel has introduced a system of absolutely free trade. These statements are hardly compatible, liut I presume that what Mr. Michcll desired to convey was that the natives arc treated fairly in matters of trade * between the Company ami themselves. Sir, I HAVE the hononr to inform you that I left Stanley Falls 011 the 10th January, 1007. to visit the Held of operations if the Lomani Company. On the occasion of my visit to Ilambi at the beginning of November last. M. l'an! !c Marinel, tire Director of this Compant, had kindlv invited me to accompany him on a part of his tour ot iuspcctiou in January. Unfortunately, owing to indisposition, I was unable to take advantage of this offer early in that month, and when 1 arrived at Ilambi on the l-lth I found that the Director had already left for Bcna .Mnbote. M. Mauroy, however, the Acting Director, was good enough to give me a passage up the Loimuui on the Company's small steamer " Auguste Betnaorl." I ua* thus enabled to meet the Director on his nay back at the jvolice po-4 of Opoln on the -'2nd January. My first intention ImmI been to continue up the l.omami as far as Ifeua Kamba at about 2 20' south latitude, and lire nee cross overland to Lokaudu, nnd so, descending the Lualalm, return to Stanleyville. But I had already seen the Imajalia, so when M. le Marine! invited me to visit with him the Company's factories in the interior to the west of the l.omami, I abandoned my plan and gladly accepted bis suggestion. I was thus able to jndge for myself of the conditions of a large ami important tract of country extendin'* nearly to the frontier of the State district of the Equator on about 23" 30 east longitude.
