Book excerpt: Beginning with the Grand Rapids Dam in the 1960s, hydroelectric development has dramatically altered the social, political, and physical landscape of northern Manitoba. The Nelson River has been cut up into segments and fractured by a string of dams, for which the Churchill River had to be diverted and new inflow points from Lake Winnipeg created to manage their capacity. Historic mighty rapids have shrivelled into dry river beds. Manitoba Hydro's Keeyask dam and generating station will expand the existing network of 15 dams and 13,800 km of transmission lines. In Our Backyard tells the story of the Keeyask dam and accompanying development on the Nelson River from the perspective of Indigenous peoples, academics, scientists, and regulators. It builds on the rich environmental and economic evaluations documented in the Clean Environment Commission’s public hearings on Keeyask in 2012. It amplifies Indigenous voices that environmental assessment and regulatory processes have often failed to incorporate and provides a basis for ongoing decision-making and scholarship relating to Keeyask and resource development more generally. It considers cumulative, regional, and strategic impact assessments; Indigenous worldviews and laws within the regulatory and decision-making process; the economics of development; models for monitoring and management; consideration of affected species; and cultural and social impacts. With a provincial and federal regulatory regime that is struggling with important questions around the balance between development and sustainability, and in light of the inherent rights of Indigenous people to land, livelihoods, and self-determination, In Our Backyard offers critical reflections that highlight the need for purposeful dialogue, principled decision making, and a better legacy of northern development in the future.

Available in PDF, EPUB and Kindle. Book excerpt: Power Struggles: Hydro Development and First Nations in Manitoba and Quebec examines the evolution of new agreements between First Nations and Inuit and the hydro corporations in Quebec and Manitoba, including the Wuskwatim Dam Project, Paix des Braves, and the Great Whale Project. In the 1970s, both provinces signed so-called “modern treaties” with First Nations for the development of large hydro projects in Aboriginal territories. In recent times, however, the two provinces have diverged in their implementation, and public opinion of these agreements has ranged from celebratory to outrage. Power Struggles brings together perspectives on these issues from both scholars and activists. In debating the relative merits and limits of these agreements, they raise a crucial question: Is Canada on the eve of a new relationship with First Nations, or do the same colonial attitudes that have long characterized Canadian-Aboriginal relations still prevail?

Available in PDF, EPUB and Kindle. Book excerpt: Manitoba is more than one of Canada's three prairie provinces. Encompassing 649,950 square kilometres, its territory ranges from Canadian Shield to grassland, parkland, and subarctic tundra. Its physical geography has been shaped by ice-age glaciers, while its human geography reflects the influences of its various inhabitants, from the First Nations who began arriving over 9,000 years ago, to its most recent immigrants. This fascinating range of geographical elements has given Manitoba a distinct identity and makes it a unique area for study. Geography of Manitoba is the first comprehensive guide to all aspects of the human and physical geography of this unique province. Representing the work of 47 scholars, and illustrated with over 200 maps, diagrams, and photographs, it is divided into four main sections, covering the major areas of the province's geography: Physical Background; People and Settlements; Resources and Industry; and Recreation. As well as studying historical developments, the contributors to Geography of Manitoba analyse recent political and economic events in the province, including the effect of federal and provincial elections and international trade agreements. They also comment on future prospects for the province, considering areas as diverse as resource management and climatic trends.

Book excerpt: During the past fifty years, Canadians have seen many of their white-water rivers dammed or diverted to generate electricity primarily for industry and export. The rush to build dams increased utility debts, produced adverse consequences for the environment and local communities, and ultimately resulted in the layoff of 25,000 employees. White Gold looks at what went wrong with hydro development, with the predicted industrial transformation, with the timing and magnitude of projects, and with national and regional initiatives to link these major projects to a trans-Canada power grid.

Available in PDF, EPUB and Kindle. Book excerpt: Freshwater is in great supply across much of Canada. However, competing and changing demands on its use are leading to ever more complex political arrangements. This volume offers an integrated survey of that complexity, combining historical and contemporary cases in a conceptually-informed exploration of water politics. It offers a set of tools, frameworks, and applications that enable readers to recognize and explore the political dimensions of freshwater. The opening chapters introduce core concepts such as power, organized interests, knowledge systems, and the state. They are followed by chapters discussing freshwater subsectors including fisheries, irrigation, flood control, hydropower, and groundwater. A series of topical themes is addressed, including salmon conservation, Aboriginal water interests, hydraulic fracturing, regulatory revisions, and interjurisdictional management. A final section explores emerging trends in freshwater governance. While river catchments are not always the principal denominator in discussions of water politics, they do provide a primary frame of reference for this book. A watershed case study accompanies each chapter. This watershed grounding is intended to encourage readers to turn their attention to local and regional conditions.

Available in PDF, EPUB and Kindle. Book excerpt: Provinces is both a study of Canadian provincial government and a review of comparative politics. As such, it represents a long overdue return to the comparative tradition with its emphasis on subject-specific studies across the country. The chapters in this revised edition of Provinces, each of which has been written for the book by a leading scholar, are arranged according to four major sections?political life, institutions, public administration, and public policy?making the book highly suitable for those interested in areas beyond provincial politics. At the same time, the adopted comparative approach reveals a wealth of insight into Canadian politics at the beginning of the new millennium. This new edition covers some of the vital concerns of our time: a disquiet about the quality of democracy, concern about women?s place in provincial societies, interest in the nature and potential of governance in the north, unease on the question of the fiscal imbalance between all orders of government, a sensitivity to the needs of cities and communities, assessment of the retrenchment of the state, and consideration of the policy futures influenced by the changing demography of the provinces. Special Combined Price: Provinces, second edition may be ordered together with The Provincial State in Canada: Politics in the Provinces and Territories at a special discounted price.
