Book excerpt: Mark Twain observed, “I'm in favour of progress; it's change I don't like.” Coal dominates Indian energy because it’s available domestically and cheap (especially without a carbon tax). If the global focus is on the energy transition, how does India ensure a just transition? Managing winners and losers will be the single largest challenge for India’s energy policy. Coal is entrenched in a complex ecosystem. In some states, it’s amongst the largest contributors to state budgets. The Indian Railways, India’s largest civilian employer, is afloat because it overcharges coal to offset under-recovery from passengers. Coal India Limited, the public sector miner that produces 85% of domestic coal, is the world’s largest coal miner. But despite enormous reserves, India imports about a quarter of consumption. On the flip side, coal faces inevitable pressure from renewable energy, which is the cheapest option for new builds. However, there is significant coal-based power capacity already in place, some of which is underutilized, or even stranded. Low per-capita energy consumption means India must still grow its energy supply. Before India can phase out coal, it must first achieve a plateau of coal. How this happens cost-effectively and with least resistance isn’t just a technical or economic question, it depends on the political economy of coal and its alternatives. Some stakeholders want to kill coal. A wiser option may be to first clean it up, instead of wishing it away. Across 18 chapters, drawing from leading experts in the field, we examine all aspects of coal’s future in India. We find no easy answers, but attempt to combine the big picture with details, bringing them together to offer a range of policy options.

It is imperative that accurate information describing the amount, location, and quality of the coal resources and reserves be available to fulfill energy needs. It is also important that the United States extract its coal resources efficiently, safely, and in an environmentally responsible manner. A renewed focus on federal support for coal-related research, coordinated across agencies and with the active participation of the states and industrial sector, is a critical element for each of these requirements. Coal focuses on the research and development needs and priorities in the areas of coal resource and reserve assessments, coal mining and processing, transportation of coal and coal products, and coal utilization.

Book excerpt: Management of Coking Coal Resources provides a one-stop reference that focuses on sustainable mining practices using a four-point approach that includes the economical, governmental, societal, and environmental aspects of coal exploration, coking coal mining, and steelmaking applications. This type of approach galvanizes the excavation, processing methods, and end uses of coal as an energy and steelmaking source, thus ensuring that the supply of coking coal meets the future demands of the rapidly expanding economies in India and other developing countries. The book provides information on the strategic planning and revitalization of India's Jharia coalfield, addressing actionable plans for methods of extraction, master plans for mine fires, subsidence management, land use planning, and sustainable mining. Users will find a multidisciplinary reference that presents the broad range of applications, techniques, and methodologies used in maintaining coking coal quality from exploration through extraction. Book excerpt: Social science research is emerging on a range of issues around large and small-scale mining, connecting them to broader social, cultural, political, historical and economic factors rather than purely measuring the environmental impacts of mining. Within this broader context of global scholarly attention on extractive industries, this book explores two specific contexts: the cultural politics of coal and coal mining, within the context of one particular country, India, which is the third largest coal producer in the world. Both contexts are special; with its separate Ministry, coal occupies pride of place in contemporary India, shaping the energy future and influencing the economic and political milieu of the country. The supremacy attributed to coal mining in contemporary India represents how ’coal nationalism’ has replaced ’coal colonialism’ in the country, turning this commodity into an icon, a national symbol. In recent years the extraction of coal in forest-covered resource peripheries has dispossessed and pauperised many tribal and rural communities who have used these resource-rich lands for their livelihoods for generations. The combustion of coal to produce electricity constitutes the compelling need, and the factor that prevents the Indian state from fully engaging with the impending realities of a climate-changed future. All these reasons make the timing of this book of crucial importance. In particular, The Coal Nation explores the complex history of coal in India; from its colonial legacies to contemporary cultural and social impacts of mining; land ownership and moral resource rights; protective legislation for coal as well as for the indigenous and local communities; the question of legality, illegitimacy and illicit mining and of social justice. Presenting cutting-edge multidisciplinary social science research on coal and mining in India, The Coal Nation initiates a productive dialogue amongst academics and between them and activists.

Book excerpt: Coal: Its Role in Tomorrow's Technology: A Sourcebook on Global Coal Resources focuses on the increasing consideration of coal as an alternative energy source, taking into consideration the mining, production, and research and development programs of various countries on this mineral. The book first offers information on energy demand, particularly noting the increasing consumption of energy around the world. The experience of the United States in meeting its energy demand through importation of oil and natural gas is discussed. The manuscript then examines the sources of coal and other resources, including types and properties of coal and disturbances in coal seams. The publication takes a look at the state of industries and coal production capabilities of various countries, such as the USSR, China, India, Poland, Australia, South Africa, and Canada. The text also considers the national research and development programs of the USSR, United States, China, India, Poland, France, and other countries on coal preparation, monitoring, and production. The manuscript discusses modern exploration programs on coal, mining plants and equipment, gasification of coal, and conversion of chemicals from coal. The text is a primary reference for readers interested in studying coal as an alternative energy source.

Book excerpt: Derived from the renowned multi-volume International Encyclopaedia of Laws, this book provides a systematic approach to legislation and legal practice concerning energy resources and production in India. The book describes the administrative organization, regulatory framework, and relevant case law pertaining to the development, application, and use of such forms of energy as electricity, gas, petroleum, and coal, with attention as needed to the pervasive legal effects of competition law, environmental law, and tax law. A general introduction covers the geography of energy resources, sources and basic principles of energy law, and the relevant governmental institutions. Then follows a detailed description of specific legislation and regulation affecting such factors as documentation, undertakings, facilities, storage, pricing, procurement and sales, transportation, transmission, distribution, and supply of each form of energy. Case law, intergovernmental cooperation agreements, and interactions with environmental, tax, and competition law are explained. Its succinct yet scholarly nature, as well as the practical quality of the information it provides, make this book a valuable resource for energy sector policymakers and energy firm counsel handling cases affecting India. It will also be welcomed by researchers and academics for its contribution to the study of a complex field that today stands at the foreground of comparative law.
