Despite their value as urban property, Toronto’s workers’ cottages are often characterized as being small, cramped, poorly built, and in need of modernization or even demolition. But for the workers and their families who originally lived in them from the 1820s to the 1920s, these houses were far from modest. Many had been driven off their ancestral farms or had left the crowded conditions of tenements in their home cities abroad. Once in Toronto, many lived in unsanitary conditions in makeshift shantytowns or cramped shared houses in downtown neighbourhoods such as The Ward. To then move to a self-contained cottage or rowhouse was the result of an unimaginably strong hope for the future and a commitment to family life. Through the stories of eight families who lived in these “Modest Hopes,” authors Don Loucks and Leslie Valpy bring an important but forgotten part of the Toronto narrative to life. They found jobs in forestry, mining, and other resource industries. But life in Canada was difficult and the immigrants had to face racism and cultural barriers. Thousands were recruited to work building the Canadian Pacific Railway. Once the railway was finished, Canadian governments and many Canadians wanted the Chinese to go away. The government took measures to stop immigration from China to Canada. Starting in 1885, the government imposed a Head Tax with the goal of stopping immigration from China. In 1923 a ban was imposed that lasted to 1947. Despite this hostility and racism, Chinese-Canadian citizens built lives for themselves and persisted in protesting official discrimination. In June 2006, Prime Minister Harper apologized to Chinese Canadians for the former racist policies of the Canadian government. Through historical photographs, documents, and first-person narratives from Chinese Canadians who experienced the Head Tax or who were children of Head Tax payers, this book offers a full account of the injustice of this period in Canadian history. It documents how this official racism was confronted and finally acknowledged.

He locates the origins of west coast racism in the frustrated vision of a white British Columbia and an unshakeable belief in the unassimilability of the Asian immigrant. Canadian attitudes were dominated by a series of interlocking, hostile stereotypes derived from western perceptions of Asia and modified by the encounter between whites and Asians on the north Pacific coast. Public pressure on local, provincial, and federal governments led to discriminatory policies in the field of immigration and employment, and culminated in the forced relocation of west coast Japanese residents during World War II.
