Employment, mainly in the salmon-canning industry, drew thousands of them to coastal Astoria, Oregon. Taking the period between the first Chinese Exclusion Act in 1882 and the Immigration Act of 1924, this thesis focuses on the Chinese merchants in Astoria and their importance for our understanding of race relations in the town during these years. Specifically, the merchants help to make sense of how the Chinese related to the local white population, as different sources suggest different trends of amiability and hostility. Newspapers testify that local Chinese gained acceptance during the period, going generally from vilified outcasts to respected members of the community. Immigration case files, however, show that officials displayed little resistance to Chinese in the early exclusion years, but worked harder to deny Chinese applications toward the end of this period. So, from one body of records it seems that white Astorians grew more tolerant of Chinese during these years, while the other document set shows a rise in conflict with the immigrants. This apparent contradiction can be reconciled by considering the demographic changes in the Chinese immigrant community during this period, along with class biases and the role of merchants in immigration and social interactions.

Book excerpt: Like most whites living on the Pacific Coast during the late nineteenth century, white residents of Astoria, Oregon, supported the notion that the Chinese, as a race, were culturally and economically depraved and certainly worthy of exclusion. Nonetheless, Chinese immigrants had a significant presence in Astoria, and while the anti-Chinese attitudes of local whites appeared straighforward, probing on-the-ground race relations reveals that they were actually quite complex. This thesis shows that white Astorians struggled to reconcile a principled stance against the Chinese with the pragmatism of accepting at least a temporary place for them in the community. The variegated roles that the Chinese played in Astoria and their tangible presence in different spheres of town life were recognized, if only begrudgingly, by white Astorians. Overall, the contradictions that characterized race language and race relations demonstate that the contours of race in late-nineteenth-century Astoria were multiple, undefined, and constantly negotiated.

In terms of geographical coverage, Portland�s two Chinatowns (one an urban area of brick commercial structures, one a vegetable-gardening community of shanty dwellings) were the largest in all of North America. Marie Rose Wong chronicles the history of Portland�s Chinatowns from their early beginnings in the 1850s until the repeal of the Chinese Exclusion Act in the 1940s, drawing on exhaustive primary material from the National Archives, including more than six thousand individual immigration files, census manuscripts, letters, and newspaper accounts. She examines both the enforcement of Exclusion Laws in the United States and the means by which Chinese immigrants gained illegal entry into the country. The spatial and ethnic makeup of the combined "Old Chinatown" afforded much more contact and accommodation between Chinese and non-Chinese people than is usually assumed to have occurred in Portland, and than actually may have occurred elsewhere.
