Book excerpt: People’s Wars in China, Malaya, and Vietnam explains why some insurgencies collapse after a military defeat while under other circumstances insurgents are able to maintain influence, rebuild strength, and ultimately defeat the government. The author argues that ultimate victory in civil wars rests on the size of the coalition of social groups established by each side during the conflict. When insurgents establish broad social coalitions (relative to the incumbent), their movement will persist even when military defeats lead to loss of control of territory because they enjoy the support of the civilian population and civilians will not defect to the incumbent. By contrast, when insurgents establish narrow coalitions, civilian compliance is solely a product of coercion. Where insurgents implement such governing strategies, battlefield defeats translate into political defeats and bring about a collapse of the insurgency because civilians defect to the incumbent. The empirical chapters of the book consist of six case studies of the most consequential insurgencies of the 20th century including that led by the Chinese Communist Party from 1927 to 1949, the Malayan Emergency (1948–1960), and the Vietnam War (1960–1975). People’s Wars breaks new ground in systematically analyzing and comparing these three canonical cases of insurgency. The case studies of China and Malaya make use of Chinese-language archival sources, many of which have never before been used and provide an unprecedented level of detail into the workings of successful and unsuccessful insurgencies. The book adopts an interdisciplinary approach and will be of interest to both political scientists and historians.

Conducting careful readings and translations of recently released documents in Russian, Japanese, and Chinese, Ishikawa Yoshihiro builds a portrait of the party's multifaceted character, revealing the provocative influences that shaped the movement and the ideologies of its competitors. Making use of public and private documents and research, Ishikawa begins the story in 1919 with Chinese intellectuals who wrote extensively under pen names and, in fact, plagiarized or translated many iconic texts of early Chinese Marxism. Chinese Marxists initially drew intellectual sustenance from their Japanese counterparts, until Japan clamped down on leftist activities. The Chinese then turned to American and British sources. Ishikawa traces these networks through an exhaustive survey of journals, newspapers, and other intellectual and popular publications. He reports on numerous early meetings involving a range of groups, only some of which were later funneled into CCP membership, and he follows the developments at Soviet Russian gatherings attended by a number of Chinese representatives who claimed to speak for a nascent CCP. Concluding his narrative in 1922, one year after the party's official founding, Ishikawa clarifies a traditionally opaque period in Chinese history and sheds new light on the subsequent behavior and attitude of the party.

Clinton argues that fascism was not imported to China from Europe or Japan; rather it emerged from the charged social conditions that prevailed in the country's southern and coastal regions during the interwar period. These fascist groups were led by young militants who believed that reviving China's Confucian "national spirit" could foster the discipline and social cohesion necessary to defend China against imperialism and Communism and to develop formidable industrial and military capacities, thereby securing national strength in a competitive international arena. Fascists within the GMD deployed modernist aesthetics in their literature and art while justifying their anti-Communist violence with nativist discourse. The issue is not just that the Chinese fought for such a long time—from the Marco Polo Bridge Incident of July 1937 until the close of the Korean War in 1953—across such vast territory. As Hans van de Ven explains, the greatest puzzles lie in understanding China’s simultaneous external and internal wars. Much is at stake, politically, in how this story is told. Today in its official history and public commemorations, the People’s Republic asserts Chinese unity against Japan during World War II. But this overwrites the era’s stark divisions between Communists and Nationalists, increasingly erasing the civil war from memory. Van de Ven argues that the war with Japan, the civil war, and its aftermath were in fact of a piece—a singular process of conflict and political change. Reintegrating the Communist uprising with the Sino-Japanese War, he shows how the Communists took advantage of wartime to increase their appeal, how fissures between the Nationalists and Communists affected anti-Japanese resistance, and how the fractious coalition fostered conditions for revolution. In the process, the Chinese invented an influential paradigm of war, wherein the Clausewitzian model of total war between well-defined interstate enemies gave way to murky campaigns of national liberation involving diverse domestic and outside belligerents. This history disappears when the realities of China’s mid-century conflicts are stripped from public view. China at War recovers them.
