Book excerpt: This paper provides a primer on benefit incidence analysis (BIA) for macroeconomists and a new data set on the benefit incidence of education and health spending covering 56 countries over 1960-2000, representing a significant improvement in quality and coverage over existing compilations. The paper demonstrates the usefulness of BIA in two dimensions. First, the paper finds, among other things, that overall education and health spending are poorly targeted; benefits from primary education and primary health care go disproportionately to the middle class, particularly in sub-Saharan Africa, HIPCs and transition economies; but targeting has improved in the 1990s. Second, simple measures of association show that countries with a more propoor incidence of education and health spending tend to have better education and health outcomes, good governance, high per capita income, and wider accessibility to information. The paper explores policy implications of these findings.

Book excerpt: This publication is a practitioner's guide for analyzing the distributional impact of reforms to trade, monetary and exchange rate policy, utility provision, agricultural markets, land policy and education. These six areas of policy reform are the ones most likely to have an impact on distribution and poverty. Such analysis helps in policy formulation and development and for implementing poverty reduction strategies in developing countries. Each chapter in this volume provides an overview and guidance on the specific issues arising in the analysis of the distributional impacts of policy and institutional reforms in selected sectors.

Book excerpt: 'The Education System in Malawi', an Education Country Status Report (CSR), is a detailed analysis of the current status of the education sector in Malawi, the results of which have been validated by the government of Malawi. Its main purpose is to enable decision makers to orient national policy on the basis of a factual diagnosis of the overall education sector and to provide relevant analytical information for the dialogue between the government and development partners. The analysis incorporates data and information from multiple sources, such as school administrative surveys by the Ministry of Education, household surveys, and a tracer survey created especially for this study. This CSR, developed by a multi-ministerial national team supported by UNESCO P le de Dakar, the World Bank, and GTZ specialists, updates the previous one drawn up in 2003 and consists of eight chapters, including a chapter on higher education. The analysis provides key monitoring and evaluation inputs for the overall education sector, particularly under the framework of the implementation of the National Education Sector Plan.

Book excerpt: African countries need to improve the performance of their public sectors if they are going to achieve their goals of growth, poverty reduction, and the provision of better services for their citizens. Between 1995 and 2004, the Bank provided some $9 billion in lending and close to $900 million in grants and administrative budget to support public sector capacity building in Africa. This evaluation assesses Bank support for public sector capacity building in Africa over these past 10 years. It is based on six country studies, assessments of country strategies and operations across the Region, and review of the work of the World Bank Institute, the Institutional Development Fund, and the Bank-supported African Capacity Building Foundation.

Available in PDF, EPUB and Kindle. Book excerpt: Progress in literacy and learning, especially through universal primary education, has done more to advance human conditions than perhaps any other policy. Our generation has the possibility of becoming the first generation ever to offer all children access to good quality basic education. But it will only happen if we have the political commitment -- at the country as well as at the international level -- to give priority to achieve this first in human history. And it will only happen if also those who cannot afford to pay school fees can benefit from a complete cycle of good quality primary education. Investment in good quality fee-free primary education should be a cornerstone in any government's poverty reduction strategy.

Weaving a Malawi Sunrise tells the story of Memory Chazeza’s quest to get an education and to build a school for young women. Roberta Laurie was one of many who helped Memory realize her vision of seeing young girls become strong and independent women who could care for themselves and their future families. During her time in Malawi, Laurie met several other women, each of whom had a story of her own. Laurie combines these personal accounts with detailed information about the country’s underlying social and political context. Readers interested in Africa, global affairs, women’s studies, development, and international education will give high marks to Weaving a Malawi Sunrise.

Available in PDF, EPUB and Kindle. Book excerpt: Recent efforts in national planning in Kenya have sought to identify development priorities through consultations. The Government of Kenya, in its effort to eradicate poverty and to promote pro-poor growth, established the Constituency Development Fund (CDF) under the Constituencies Development Fund Act of December 2003. This study sought to investigate whether the CDF has improved the livelihoods and welfare of women and girls in the Kenyan society and whether women are being enabled to participate more visibly in the local development processes. The objectives of this study were: To investigate the needs and priorities of males and females with regard to CDF projects as perceived by them; To establish the differences that may exist between the sexes in terms of awareness of the CDF and in terms of participation in CDF management, in project identification and implementation and in other decision-making processes that determine how these funds are invested; To evaluate the distributive impact of the CDF projects in the health and education sectors; To investigate the factors or challenges for the achievement of greater parity and for the attainment of CDF objectives; and to put forward policy recommendations.
