Book excerpt: Much of the literature that addresses youth unemployment has been framed within an economic paradigm and much less attention has been focused on the role played by country-specific value orientations in structuring economic activity. Drawing on extensive fieldwork research and the work of experts in Europe and the United States, this book provides a culturally nuanced analysis of key issues relating to youth unemployment. Examining the causes and consequences of youth unemployment, it explores ways forward to promote economic self-sufficiency. This pioneering work offers invaluable tailored policy solutions to tackle one of today’s most important socioeconomic issues.

Available in PDF, EPUB and Kindle. Book excerpt: Underemployment – when people are employed in some way that is insufficient, such as being overqualified or working part-time when one desires full-time employment – is a challenge faced by all industrialized nations and their organizations and individuals. Just like unemployment, some level of underemployment exists even in the best of times, but it becomes more pervasive when the job market is weak. Given the current economic climate in North America and abroad, researchers and scholars in various disciplines (psychology, business, sociology, economics) are becoming more interested in investigating the effects of underemployment and identifying possible practical solutions. Underemployment synthesizes the current understanding of the phenomenon by bringing together scholars with diverse perspectives and expertise with the aim of informing and guiding the next generation of underemployment research.

Available in PDF, EPUB and Kindle. Book excerpt: An indispensable investigation into the American unemployment system and the ways gender and class affect the lives of those looking for work Through the intimate stories of those seeking work, The Tolls of Uncertainty offers a startling look at the nation’s unemployment system—who it helps, who it hurts, and what, if anything, we can do to make it fair. Drawing on interviews with one hundred men and women who have lost jobs across Pennsylvania, Sarah Damaske examines the ways unemployment shapes families, finances, health, and the job hunt. Damaske demonstrates that commonly held views of unemployment are either incomplete or just plain wrong. Shaped by a person’s gender and class, unemployment generates new inequalities that cast uncertainties on the search for work and on life chances beyond the world of work, threatening opportunity in America. Following in depth the lives of four individuals over the course of their unemployment experiences, Damaske offers insights into how the unemployed perceive their relationship to work. She reveals the high levels of blame that women who have lost jobs place on themselves, leading them to put their families’ needs above their own, sacrifice their health, and take on more tasks inside the home. This “guilt gap” illustrates how unemployment all too often exacerbates existing differences between men and women. Class privilege, too, gives some an advantage, while leaving others at the mercy of an underfunded unemployment system. Middle-class men are generally able to create the time and space to search for good work, but many others are bogged down by the challenges of poverty-level unemployment benefits and family pressures and fall further behind. Timely and engaging, The Tolls of Uncertainty posits that a new path must be taken if the nation’s unemployed are to find real relief.

Book excerpt: This report consists of an analysis of labor market conditions in Organisation for Economic Cooperation and Development (OECD) member countries and an exploration of possible future policy responses to the problems of unemployment. Covered in the labor market analysis are the following topics: the macro-economic environment (macro-economic trends and macro-economic costs of unemployment); changing labor market conditions (labor supply trends, changing sectoral employment patterns, and the structure of unemployment); rigidities and flexibility of the labor market (macro-economic evidence and micro-economic evidence); and labor market prospects (short-term prospects and medium-term prospects). The second half of the report examines strategies for increasing and redistributing the demand for labor (increasing the demand for labor through tax policy, employment subsidies, and job creation programs; an employment-oriented incomes policy; redistributing working time; and improved policy targeting) and for reconciling efficiency and equity in the labor market (vocational education and training, public employment services, labor market mobility, international migration, and social policies and labor market efficiency). Appended are a discussion of main orientations of OECD-member labor market policies during the 1970s, a bibliography, statistical data, and related technical information. (MN)

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, the earnings of young blacks have risen substantially relative to those of young whites, but their rates of joblessness have also risen to crisis levels. The papers in this volume, drawing on the results of a groundbreaking survey conducted by the National Bureau of Economic Research, analyze the history, causes, and features of this crisis. The findings they report and conclusions they reach revise accepted explanations of black youth unemployment. The contributors identify primary determinants on both the demand and supply sides of the market and provide new information on important aspects of the problem, such as drug use, crime, economic incentives, and attitudes among the unemployed. Their studies reveal that, contrary to popular assumptions, no single factor is the predominant cause of black youth employment problems. They show, among other significant factors, that where female employment is high, black youth employment is low; that even in areas where there are many jobs, black youths get relatively few of them; that the perceived risks and rewards of crime affect decisions to work or to engage in illegal activity; and that churchgoing and aspirations affect the success of black youths in finding employment. Altogether, these papers illuminate a broad range of economic and social factors which must be understood by policymakers before the black youth employment crisis can be successfully addressed.
